Secretary-General Trygve Lie released the text of a working paper prepared by the Secretariat for the Palestine Commission de- claring that the Commission has full power to implement the Gen- eral Assembly's decision without the approval of the Security Coun- cil. In a cover letter to Dr. T. F. Tsiang, president of the Council, Lie points out that the paper, en- titled "Relations Between the United Nations Commission and the Security lcouncil," was pre- pared in Compliance with a spe- cific request for such a paper while Lie was abroad.
