Y.—The call to both ArabS and Jews for a truce in fighting has aroused increased. anxiety in Jewish ranks in view of the absolute necessity to guarantee the security of the Jewish popu- lation. It is pointed wit by Jewish leaders that the disturbances in Pales- tine are Arat-made, that tnt. troubles are directly due to infiltration of Arabs from countries outside of Palestine and that the Jews are, at best s in .a precarious position because they are deprived of weapons for self- defense. Under the circumstances, any truce would depend upon guar- antees that the Jews_of Palestine will not be left at the mercy of bandits. - The UN Palestine -Commission, in its second monthly report to the Security Council, reiterates that "present indications 'point to, the in- escapable conclusios that when the mandate is terminated Palestine is likely to suffer severely from administrative choas, widespread strife and bloodshed." The report emphasizes that "in view of the policy of the mandatory vower not to cooperate in the implementation plans adopted by the General Assembly, satisfactory coordination plans of the Commission with those of the mandatory power in many respects are precluded." This situation, the report points out, leaves little hope for the achievement continuity in administrative services for orderly transfer of authority- to the Commission. The report declares: "Information con- cerning present conditions in - Palestine received by the Commissios from the advance party of the secretariat in Jerusalein fully confirms the conclusions set forth in- the Commission's first special report on the security problems and further emphasizes that unless security is re- stored in Palestine, implementation of the resolution of the General Assembly will not be _possible." Because of Arab resistance, the repok states, the Commission. can not set up an Arab provisional council, but that it can establish a Jewish provisional council-'and has taken preliminary steps towards its .estab- liqhment. It warns, however, that the council "will not be able to carry out the functions in the sense of partition plans priorito the termination of the mandate."' The Commission describes as "unsatisfactory" the British stand against preparatory steps outlined for the establishment of armed militia. - (Speaking at the rally at Cass High School, Detroit, on Tuesday evening, Senator Charles W. Tobey of New Hampshire declared: "I demand that the decision of the United Nations be carried out The Government of the United States has a stake in this." Senator Tobey •asked that statesmen should "sayewhat they mean, mean what they say and then keep their word:" He demanded that there should be "no delay or doubletalk in implementing the Palestine decision, an end to the policy of fear and negation, an end to sabotage of the UN decision and -the arming of Haganah to enable Jews to defend Piemselves in Palestine.") All indications here are that the Big Four have come to the conclusion that lurther attempts at "conciliation" are useless and that only • an inter- national force can enforce the UN partition plan. ''' ' Moshe Shertok, Foreign Secretary Designate of the Jew- ish Provisional Council of Palestine, and Herman Gilman, chairman of the Boston Combined Jewish Appeal, -will be the featured speakers at the formal opening of the 1948 Allied Jewish Campaign, Sunday evening, March 30, at 8:30 o'clock, at Hotel Statler. - - A Palestine pioneer who, for the past 14 years, has serv- ed. as head of the Political Departiment of the Jewish Agency for Palestine, Shertok. recently gained world-wide notice for hi's eloquent appeals for a. Jewish state before the United Nations. As keynote speaker on March 30, he will launch the grpatest Allied Jewish Campaign in i Detroit's history—in behalf of the United Jewish Appeal and more than 50 other local, national and overseas causes. ' • Shertook was born in Russia and was brought to Pal- estine by his parents at the age of 11. He studied law at the Herzlia Gymnazium in Tel Aviv, afterwards continuing his law studies in Istambul. When he returned to Palestine, he joined the Zionist service as secretary to the head of the Arabic Department in the Jewish Agency Executive. Shortly- afterward, he went k to London, where he studied economics, meanwhile writing on Palestinian and Oriental politics fOr a London Anglo-Jewish Weekly. , Returning to Palestine as _assistant editor of the daily newspaper, Davar, Shertok left the field of journalism to be-. come Political Secretary to the late Chaim Arlosoroff. At the Prague World Jewish Congress he was elected' to the . Executive of the Jewish Agendy. Gilman recently returned from a six-week study of ,con- N ,ditions in Europe and Palestine.
