Firm Palestine Action by UN

Security Council's Maximum Aid
Pledged to 5-Nation Commission

N. Y.--r —A foimal request that the . United 'Nations
create • an international police :force to maintain order in Palestine was made
by the Jewish Agency simultaneously with the announcement that Moshe
Shertok, • head of its - political department, has been appointed-to serve with
the UN Palestine Commission.
The immediate need for protection of Palestine against Arab marauders
and the imperative necessity that the Commission proceed- to Palestine at
once were emphasized by Mr. Shertok.

LAKE SUCCESS,

The UN Implementation CoMmission was assured that it can depend on the "fullest"
_the Security Council, should such assistance be necessary, by UN Secretary-
aid
G eneral Trygve Lie. He expressed confidence that the Commission will "surmount all
obstacles" and will "take all necessary measures leading to the establishment in Pales-.
tine, not later than. Oct. 1, 1948, of an independent. Arab state and an independent Jewish
state." Mr. -Lie also pledged to the members of the Commission "every resource" at the
disposal of the United Nations to make their work a success.
The Commission elected Karel Lisicky of Czechoslovakia As permanent chairman
and Rael Diez de Medina of Bolivia as vice-chairman. It decided to invite representa-
tives from the Mandatory power, the Jewish Agency and the Arab Higher Committee "to
designate such - representatives as they may determine, who shall be available to the
Commission for such authoritative- information and other assistance as the Commission
may require in the discharge of its functions under the resolution of the General Assem-
.
bly on the Palestine question."

Indication of Military Backing Seen in Lie's Statement
The statement by Mr. Lie to the members of the Commission was taken as an indi-
cation that the UN implementation body can expect military backing from some of the
Big Powers. Mr. Lie pointed out that not only was the partition decision adopted by
more than the necessary two-thirds majority of the Assembly, but also that it enjoyed the
support (4 the majority of the five Great Powers.
"Your. mandate, therefore, is firm and clear," the UN Secretary General - said. "You
are to take all necessary measures leading to the establishinent in Palestine, not later
than Oct. 1, 1948, • of an independent Arab state and an independent Jewish state: The
resolution of the General Assembly under which you - act promises to you the full author-
ity of the United Nations in discharging your responsibility. You are entitled to be con-
fident that in the event it should prove necessary, the Security Council will assume its
full measure of responsibility in implementation of the Assembly's resolution. You have
the right to assume, as I assume, that in such a situation the Security Coun - cil will not fail
a , to exercise, _to the fullest and without exception, every necessary power entrusted to it
by the Charter in order to assist you in fulfilling your mission." -

The Joint Distribution Committee receives its income in De-
troit from the Allied Jewish Campaign, plans for which already are
in progress. Several Service Group divisions held their meetings on
.Sunday and Tuesday. (Story on Page 7).

GovernmentsUrged Not to Hamper Realization of Partition Decision
Referring to the present disturbances in Palestine, Mr. Lie pointed out that disorders
of this kind have been endemic in Palestine for some years now. He called to the atten-
tion of the members of the Commission the fact that the resolution of the General
Assembly appealed to all governments and to all peoples to refrain from taking any
action which might hamper or delay the carrying out of the partition decision.

against the backdrop of the flags of 33 nations and the Blue-White
Flag of aion, at the Jewish National Fund Conference in New York
last week. Facing the specially constructed and illuminated stand,
in front of which the Sefer HaMedinah was dedicated, were, left
to right: AMBASSADOR JORGE GARCIA GRANADOS of Gua-
temala; ABRAHAM HARZFELD, Palestine agricultural expert;
JUDGE MORRIS ROTHENBERG, president of the JNF of America,
and MAYOR ISRAEL ROKACH of Tel Aviv. Detroit's first inscrip-
tions in the Sefer HaMedinah will be announced at the annual donor
event of the Ladies' Auxiliary of the JNF, at the Mas&nic Temple,
TUesday evening, Jan. 27, when • Mayor Rokach will be the principal
speaker. Five thousand people are expected at the rally.
