"and we must not attack at ran-
dom. Unless national discipline is
obeyed all our problems will be
trebled."
. Pointing to the difficulties in-
volved in the creation of a Jewish
state—the selection of personnel,
the making of a constitution, the
setting up of a government—Mr.
Samuel warned of the difficulties
involved in bringing 70,000 new
settlers to Palestine each year.
He pointed out that those to be

ple who must be "recreated
physically, mentally, morally,"
and asserted that "it is being done
