ATLANTIC CITY, (JTA) — A
"plan of operation" setting up
- campaign machinery blanketing
the entire country and mobiliz-
ing all communal forces within
- American Jewry to raise the un-
paralleled sum of $250,000.000 for
the United Jewish Appeal in the
coming year, was mapped by UJA
- leaders following the conclusion
of the five-day conference.
The country has been divided
into 30 geographical regions,
within which will be mobilized
the local leadership in an inten-
sive decentralized campaign. A
committee of ten will serve as an
advisory body to assist during the
campaign.
Isidore Sobeloff of Detroit, ad-
dressing the closing session,
called for "psychological parity"
in. conducting the campaign. He
said that the Jews of Amer-
ica, in supporting the $250,000,000
quota will again channel their
drives through the local welfare
funds. The local funds will offer
the following four-point program:
1. To promote the creation and
development of a Jewish State
in Palestine.
2. To maintain and rehabilitate
the 1,250,000 Jews of Europe un-
til governmental aid, economic
improvement, or emigration re-
lieves their situation.
3. To receive, assist and inte-
grate into American life the dis-
placed persons•and other refugees
fortunate enough to be admitted
to the United States.
4. To support domestic and lo-
cal- agencies in the fields of
---health, welfare, recreation, care of
the aged, youth work, education
and community relations.
"In effect," Mr: Sobeloff said,
"the campaigns, by using . psycho-
logical parity to embrace all these
four points, will serve as a •basis
for a rounded out program at
home and abroad. They will pro-
vide the financial underpinning
to activities on which American
Jews have agreed as a common
platform."
The 50-Man Commission
The five-day UJA national
conference decided to send a
group of 50 American Jewish
leaders to Palestine as a flying
"Economic and Defense Delega-
tion" to the Jewish State. The
delegation will leave for Pales-
tine early in February. Each
member will defray the cost of
his round-trip journey.
The principle functions of the
"Economic and Defense" commis ,
sion which will be sent to Pales-
tine were outlined as follows:
1. To survey the economic needs
of the country in terms of pro-
viding new agricultural and in-
dustrial opportunities for the 75,-
000 Jewish immigrants who are
expected to enter Palestine in the
coming year.
2. To examine the security sit-
uation of the Jewish community
and to study its defense and mIli-
tary needs in the light of the
views expressed at the UJA con-
ference that arms should be
supplied by the U. S. in the form
of surplus war material.
In answer to a question con-
cerning $23,000,000 earmarked by
UPA for security—primarily for
Haganah, the Jewish voluntary
defense force—Henry Montor, ex-
ecutive vice-chairman of UPA,
said at the UJA conference that
"no organization of American
Jews will be entitled to conduct
any activity for Haganah without
express approval by UJA," Mr.
Mentor added that $3,000,000
from the 1947 UJA campaign
would be immediately turned
over to UPA for Haganah.
