Shertok Demands Full Facilities
For Self-Defense In Palestine

UN Group to Meet Jan. 7;
2 Nations Name Members

LAKE SUCCESS, (JTA)—The first meeting of the five-
member UN Implementation Commission for \Palestine will
take place Jan. 7, UN Secretary-General Trygve Lie announced
at a press conference. Mr. Lie added that he had notified the
governments of -Bplivia, Panama, Philippines, Denmark and
Czechoslovakia—the member states of the commission—of the
date of the meeting.
Two of the five nations selected for the Palestine Com-
mission by the UN have named their members. They are: Karel
Lisicky, Czechoslovakia, and Dr. Eduardo Morgan, Panama.
Dr. Morgan is a former newspaper publisher, lawyer and
Minister of Education. He was born in Wales in 1902.
A report from La Paz, Bolivia, states that the Bolivian
Foreign Ministry is still studying the question and is not cer-
tain that Bolivia will serve on the commission.
The two other countries are Denmark and the Philippines.
Created by the UN General Assembly, the commission
eicher will have to go to Palestine with only four members if
Bolivia refuses to serve or a quick special Assembly session
might be called to replace the non-participator.

(JPS • ---Moshe Shertok, chief of the:Jewish Agency's Politicai
Department, declared at a press conference here that "the Jewish Agency must
insist that the Jews of Palestine be given full facilities for self-defense and for
the early organization of the militia destined to take over the. protection of the
Jewish state."
Shertok said the Jewish Agency "has urged upon the Secretariat of the
United Nations the necessity of expediting the appointment of the (partition
implementation) Commission." The Agency intends, "as soon as the Commis
sion has assembled, to make urgent representations for the Commission's earli-
est possible departure for Palestine."
Referring to the Jewish Agency's request for admission to those sessions of
the Security Council at which Palestine is discussed, Mr. Shertok stated that
"pending the Council's decision, we are communicating regularly to members of
the Council, authentic reports on the security position in Palestine."
Referring to the current situation in Palestine, Shertok said "the seriousness
of the present disorders should be neither exaggerated nor minimized. Out-
breaks were to be expected, but it is significant that they have been largely local
in character . . . On the other hand, .uriless countered by effective defense and
punitive measures, the evil is likely to spread. In the past, lack of firmness has
always been interpreted as connivance. Once, rightly or wrongly, the impression
spreads that the government does not mind, the appeal to violence gains ground

and the situation gets out of hand."

Haganah Members D efend Tel Aviv Area,
Repulsing Attacks In spiredby Mufti Gangs

Haganah has taken over control of the entire Tel Aviv area and is charged with the responsibility
of protecting lives and properly of the all-Jewish city and its environs.

During the Mufti-inspired attacks on the Jews of Tel Aviv, members of Haganah were active in
repulsing the bandits, but held fast to its principles of resorting only to defense and of refraining from

unnecessary and indiscriminate reprisals.

The restoration of quiet is attributed to Hag anahis assurance to the Arabs that they seek to
establish friendly relations with neighboring comm unities and that the aim of the Jews of Palestine

is to create peace and good will among all elements in the Middle East.

Haganah's job was made extremely difficult by the fact that British troops, instead of helping restore
order, have confiscated the weapons of .the Jewish self-defense forces. Instead of striving to restore

good relationships between the British and the Jews, new resentments have arisen and it became neces-
sary last week for Moshe Shertok, Jewish Agency political adviser, to charge the British, in a statement
made in New York, with sabotaging the UN Palestine plan and efforts to create peace in the Holy Land.
