"From Chicago Roofs" a watercolor by Anna Werbe, was
awarded a purchase prize at the annual Michigan Artists' Exhibit
held Nov. 11 to Dec. 14 at the Detroit Institute of Arts. The award
was contributed by Louis James Rosenberg in memory of Mrs.
Mildred Simons Rosenberg. Mrs. Werbe's painting will become a
part of the Institute's permanent collection.

ZOA Asks U. S.
To Furnish Arms
For Jewish State

NEW YORK (JTA)—The Zion-
ist Organization of America has
called on the government of the
United States "to facilitate the
acquisition by the Jewish Agency
for Palestine of adequate mili-
tary equipment for defense and
security uses in Palestine." At
the same time it urged the U. S.
"to make available the necessary
ships and facilities for the trans-
portation of large numbers of
Jews to Palestine for resettle-
ment in the Jewish state."
The ZOA move is part of its
new policy program formulated
by the National Administrative
Council, under the chairmanship
of Dr. Emanuel Neumann. The
resolution calling for American
governmental aid to the Jewish
state emphasizes that the lack of
adequate military equipment for
defense and security of the state
"would severely handicap the
preservation of law and orded in
the event of continued disturb-
ances inspired by • intransigent
Arab leaders."
Another resolution called upon
the UN to prevail upon "Arab
governMental and other leaders
whose actions are in defiance of
the decision of the Assembly to
cease and desist from creating
and causing conditions constitut-
ing a threat to the peace."
The policy resolutions assured
the Arab inhabitants of Pales-
tine "that the Jewish state will
live in accordance with the verse
of the Bible inscribed upon the
American Liberty Bell ("Pro-
claim liberty throughout the
land, to all the inhabitants
thereof.")

Massey to Be Honored
At AJC Annual Meeting

WASHINGTON (JTA) —
Prompt elimination of the "quota
system" in many schools and
colleges throughout the United
States which exclude Jews, Ne-
groes and others is called for in
a report of the President's Com-
mission on Higher Education, is-
sued by the White House.
The commission, which in-
cludes Rabbi Stephen S. Wise,
president of the American Jew-
ish Congress, among its 29 mem-
bers and is headed by George F.
Zook, president of the American
Council of Education, assailed
the quota system as "certainly
un-American" and unjustifiable
`on any grounds compatible with
democratic principles."
President Truman, in a state-
ment accompanying the report,
said that the nation is "chal-
lenged by the need to insure that
higher education take its proper
place in our national effort to
strengthen democracy at home
and to improve our understand-
ing of our friends and neighbors
everywhere in the world,"
In the first of six volumes to
be issued under the general title
of "Higher Education for Amer-
ican Democracy," the Commission
declares that the selective quota
admission system, maintained by
many colleges and universities,
particularly in their professional
schools, denies to certain minori-
ties, "particularly to Negroes and
Jews" the chance to learn. "This
practice is a violation of a major
American principle," the report
states, "and is contributing to the
growing tension in one of the
crucial areas of our democracy.
The quota, or `numerus clausus,'
is certainly un-American."
Rejecting the quota system as
inconsistent with "the basic
American belief that intelligence
and ability are present in all
ethnic groups," the report em-
phasizes "that men of all religious
and racial origins should have
equal opportunity to fit them-
selves for contributing to the
common life."

Rep. George G. Sadowski in-
troduced a bill which would per-
mit the sending of gift packages
free of postage on parcels con-
taining food, clothing and medi-
cines and relief supplies to
Europe. This would apply to all

packages not exceeding

Sadowski pointed out the rates
now are 14 cents a pound, and
so far this year 317,000,000
pounds of gift packages have been
sent, costing the senders - over
$44,000,000 in postage.
The Sadowski Bill would be
applicable to "parcels sent to any
country that was ravaged by war,
and where the people are needy
and destitute, regardless

Jews Make Mass Pilgrimage
To Herzl's Grave in Vienna

VIENNA (JTA)—A mass pil-
grimage to the grave of Theodor
Herzl, whose Judenstaat, pub-
lished in 1896, was the first ex-
position of the Zionist demand for
a Jewish State in Palestine, took
place as part of the celebration
here to mark the setting up of a
Jewish State.
A newly-formed Zionist youth
organization lined the road to the
grave, carrying huge portraits of
Herzl and blue-and-white flags.
A Zionist meeting, presided
over by
Sigmund Kornfeld,
Herzl's one-time secretary, was
attended by American and French
authorities and representatives of
the government. Speakers in-
cluded representatives of World
Jewish Congress, Jewish Agency
and Joint Distribution Committee.

RAYMOND MASSEY
Raymond Massey, star of stage,
screen and radio, will be pre-
sented with an award for his
contribution to intergroup un-
derstanding at the opening ses
sion of the 41st annual meeting of
the American Jewish Committee
at Hotel Commodore, New York,
on Saturday evening, Jan. 17.
Mr. Massey has given liberally
of his time and talent for radio
programs and other events aimed
at improving group relations. He
will read a dramatic poem, "The
Forty-Eighters," at the AJC meet-
ing, in commemoration of the
hundredth anniversary of the
1848 migration from Europe of
religious and political persecu-
tees,
