Congressional legislation to
permit greater numbers of dis-
placed persons to enter the
United States in 1948 was fore-
cast by Rep. James G. Fulton of
Pennsylvania who said this
"would entail added responsi-
bilities which American Jews
must meet through the United
Jewish Appeal."
The UJA conference at the
outset was confronted with bud-
getary estimates for the coming
year amounting to $395,367,000.
On the subject of Palestine, it
was pointed out by Mr. Kaplan
that $283,156,000 would be re-
quired for immigration, settle-
ment and defense of Judea.
In addition to the large fund
needed for Palestine, the sum of
$98,547,000 would be required
next year for the work of over-
seas relief and rehabilitation and
$13,664,000 for the work of ad-
justment and integration of new-
comers to the United States.
Isidor Coons, executive vice-
chairman of the United Jewish
Appeal, announced that more
than $125,000,000 was raised so
far this year and that the figure
might reach $132,000,000 before
the end of 1947. This total sur-
passed the amount contributed
last year by a minimum of $23,-
000,000.
Mr. Kaplan outlined the ma-
jor needs of Palestine on the eve
of nationhood as follows: immi-
gration, relief and housing of ref-
ugees, 75,000 of whom are expect-
ed to reach Palestine next year
will cost $95,434,000; agricultural
settlement, $27,500,000; urban set-
tlement, $25,500,00; resettlement
of ex-servicemen, $3,524,000; na-

JDC Requirements
The Joint Distribution Com-
mittee will require a minimum of
$98,547,000 in 1948 to carry on its
three-fold program of relief, re-
settlement and reconstruction in
behalf of the 1,500,000 Jews left
in Europe, Moses A. Leavitt, vice-
chairman of JDC reported.
Joseph E. Beck, executive di-
rector of the United Service for
New Americans, today stressed
the need for the United States to
do "its share," along with the
new Jewish State in Palestine
and other countries, in providing
resettlenient opportunities for Eu-
rope's homeless and displaced
Jews. He predicted that a mini-
mum of 25,000 Jewish immi-
grants would enter the U. S.

in 1948 should be raised through
the United Jewish Appeal cam-

paign.
Milton Kahn of Boston was
