prominent role in the conference
of the Midwest Association of
Jewish Center Workers, being
held Dec. 5 and 6 at the Hotel
Allerton in Chicago.
Harry D. Katz, adult education
director, will head the session on
adult interest groups. Recorder
for the session on parent partici-
pation in program planning for
youths will be Frances Winokur,
junior program director.
Harold Arian, assistant direc-
tor, will serve as Speaker for the
session on the National Jewish
Welfare Board survey. Delegates
from Centers in Illinois, Ohio,
Pennsylvania and Indiana will
attend the meeting.

Jewish Education Agency
Adopts $175,000 Budget

The American Association for
Jewish Education, national co-
ordinating and service agency for
Jewish education, has adopted a
budget of $175,000 for 1948 to help
local communities organize and
coordinate their efforts to pro-
vide religious education for chil-
dren, youths and adults, Michael
A. Stavitsky, president of the
Association, announced.

Dr. Walter C. Lowdermilk,
famed soil conservationist and
author of the Jordan Valley Au-
thority Plan for Palestine, will
address the Chapter of the Amer-
ican Technion Society at a meet-
ing on Saturday evening, Jan.
10, in the Statler Hotel.
- Louis, R. Gelfand, chairman of
the local chapter, announced that
Dr.. Lowdermilk's topic would be
"PalestineHaven for Millions of
Settlers."
Dr. Lowdermilk, whom one
New York newspaper has called
"A Soldier of Science," was until
his recent retirement from gov-
ernment service, assistant chief
of the Soil Conservation Service,
U. S. department of Agriculture

and chief of its research unit at
Washington, D. C. He is now act-
ing as consultant to various goy- -
ernment agencies and private in-
dustrial firms.
Dr. Lowdermilk conceived the
JVA Plan, the Palestinian conter-
part of the Tennessee Valley Au-
thority Plan during a fifteen
month tour of Europe and the
Middle East which he made in
his official capacity, prior to the
war, at the request of former
Vice President Henry A. Wallace.
The author of numerous scien-
tific papers, reports, reviews and
articles, Dr. Lowermilk has writ-
ten, "Palestine, Land of Promise,"
and has served as advisor to fore-
ign governMents on matters per-
taining to soil. forestry conserva-
tion and flood control.
