Publicly, Arabs Rattle Saber;
Privately , They Are Mute

By GEROLD - VRANK
(Jewish Telegraphic Agency
Correspondent)
LAKE SUCCESS—Among the
pressing problemS before the
United Nations is the troubling
question: " What will - the Arabs
really do if the UN supports the
partition recommendation?
Some Arabs sp6ak of the use of
force. Others suggest economic
sanctions. In both 'instances it is
difficult for delegates to know
precisely how much weight to
give these threats.
The difficulty arises from a
number of causes:
1) How authoritatively do such
Arabs as Jamal el-Husseini and
his colleagues in the Arab Higher
Committee of Palestine (who
warned that the - Arabs would
spill their blood "to the last drop"
against partition) speak?
-2) What forces do the Arabs
have at their disposal?
3) If their weapons are to be
-ecOnomic sanctions, what sanc-
tions can they be?
The Arab Higher Committee,
of which the Mufti is chairman
in absentia and Jamal el-Hus-
seini is vice-chairnian, is accept-
ed by the UN as spokesman, for
the Arabs of Palestine. But its
unrepresentative character is a
matter which has troubled more
than. one investigating commit-
tee. More than _18 months ago,
when Husseini was testifying in
Jerusalem, before the Anglo-
American Cornmittee, Richard H.
R. Crossman, Labor member of
Parliament, asked: Is the. Arab
Higher Committee the democrat-
ically • elected representative of
the Arabs of -Palestine?
Self-Appointed Leaders
Husseini admitted that it was
not elected but appointed. Ap-
pointed by whom? The answer
was—self-appointed.
Since then the AHC has been
reconstituted. But the fact ,re-
mains that it is still not elected.
When UNSCOP continued to chal-
lenge the representativeness of
the AHC, one of the. Arab spokes-
men retorted: "gentlemen, proof
that the AHC represents the
Arabs of Palestine is the fact that
the Arabs are as one in boycot-
ting your. committee."
This statement was received
dubiously by the committee, since
a number of leading Arabs had
refused. to carry out the boycott
and had in fact welcomed the com-
mittee. It seemed evident, first,
that many Arab leaders did not
take orders from the AHC, and
some of them had been severely
punished; and second, that hard-
ly any but friends of the Hug-
seinis were likely to find them-
selves on the Arab Higher Com-
mittee.
This leads to the question:
would the Arab states, • them-
selves members of the UN, wage
war against the UN if it makes a
decision against their desires?
Justice Sandstroem sought to
get an answer to this. The re-
plies were evasive.
Fouad,, Hamza, representing
Saudi Arabia, replied, for exam-
ple, by warning that any Jewish
state which might be set up by

Dr. Rosmarin's Book

Views Jewish Ethics

the United. Nations would "be led
by Jewish terrorist elements."
Strong Words
Abdul Rahman Hakki added
"A Jewish state would be a stand-
ing army- facing us."
At one point there had ibeen
. a
,statement that the Arab states
would -resist a Jewish state "by
all means at their disposal." Jus-
tice Sandstroem asked: "Would
the Arab states have recourse to
violent measures, then, by all
means at their disposal?"
Amir Adel Arston, of Syria,
countered with a diplomatic, "Sir,
it would be difficult for them not
to defend themselves and, fur-
ther, to prevent an even more
violent movement from being the
reaction." •
Justice Sandstroem reworded
his question: "We wish to know:
if the United Nations make a de-
cision in favor of a Jewish - state
in Palestine, would you consider
that this state had been estab-
lished_ by violence?"
FOuad Hamza replied that he
did not believe the United Na-
tions would make such a decision.
But suppose it did, Justice Sand-
stroem pursued?
"I still persist that the United
Nations will not make• such a de-
cision," repeated Hamza. "These
are hypothetical questions and we
prefer not to say anything until
such a decision is made."
But at no time could Justice
Sandstroem elicit any clear-cut
statement from the Arab spokes-
man. Hamza would- go only so
far as to say: "We have commit-
ted ourselves to the charter of the
UN. - If the UN goes beyond the
charter, the very existence of a
Jewish state would make us free
to make our own decision there."
-It should be remembered,that
this testimony was not for public
consumption. For • public con-
sumption such Arab leaders as
Faris el-Khouri of Syria warn of
dire consequences, bloody conse-
quences. So does Husseini.
But privately, the saber rattling'
is muted.

DR. AARON ROSMARIN
Dr. Aaron Rosmarin, lone of
the outstanding exponents of tra-
ditiOnal religious and ethical
ideals, who believes in the im-
pregnability of faith in the bat-
tle on bigotry, has written an-
other book on Jewish ethics,--
"Golden Rule"—which has just
been published-by Om Publishing
Co., 46 Canal St., New York 2.
Commencing with an essay on
"Fundamentals in Judaism," Dr.
Rosmarin points out that "the
scope of Jewish ethics embraces
not only the Jew but all man-
kind." The numerous topics on
which he writes, and which gain
great significance from the fact
that he is so outstanding an au-
thority on the subject, are:
