Formation of a neighborhood
council to consider problems of

City of Detroit Interracial Com-
mittee at Hutchins School, Nov.

The Council will concern itself
with projects for the improve-
ment of city services within the
area, such as more recreational
facilities, better pavements and
increased parking facilities. By
the cooperation of residents who
can work together to bring pres-
sure on city authorities it is hoped
that many such neighborhood im-
provements may be achieved.

man of a subcommittee to plan
the next step in the Council's or-
ganization. Other members of the

hood Council.

Council Requests
Full Cooperation in
Food Conservation
The Jewish Community Coun-
cil is participating in the food
conservation program of the Citi-
zens' Food Committee by dis-
tributing placards to Jewish food
merchants to be displayed in res-
taurants, groceries, delicatessens,
bakeries, etc.
The placard will invite the pub-
lic to join with merchants and
the Council in observing the fol-
lowing rules for conserving food:
• Do not eat meat on Tuesday.
• Do not eat eggs on Thursday.

Now that a Jewish state seems near to realization, the question
that is being asked is who will be the head of the state . . . There
seems to be unanimous agreement among all Zionist groups that the
first President should be Dr. Chaim Weizmann . . . It was he who
was instrumental in securing the Balfour Declaration which laid the
basis for the creation of a Jewish state ... Premier of the first Jewish
Cabinet will undoubtedly be David Ben Gurion . . . Moshe Shertok
is the probable choice for the post of Foreign Minister ... The ques-
tion is also being asked as to what role will be given American
Zionist leaders in the Jewish Cabinet ... The answer to this question
is simple ... They will have to renounce first their -American citizen-
ship and become citizens of the Jewish state before being elected
to Cabinet posts . . • And some may do it . . American Zionist
leadership is expecting that its role will be clarified at the forth-
coming World Zionist Congress which may be the last ever held .. .
The Congress will take place in 1948, prior to the expected proclama-
tion of the independence of the Jewish state.

The U. S. Government is willing to give the proposed Jewish
state a $300,000,000 loan as soon as its independence is proclaimed .. .
In the meantime, the State Department is pressing Zionist leaders to
halt "illegal" Jewish immigration in order to make it easier for the
JN to implement partion . . . In addition to various loans which
the Jewish state will negotiate, it will also become—in partnership
with the JDC—the heir to all heirless Jewish property in the U.S.
zone in Germany . . . Incidentally, the American Military Govern-
ment will soon have a new advisor on Jewish affairs ... The present
advisor, Judge Louis Levinthal, is returning to the U. S. . . . The
name of Maldwin Fertig of New York is being mentioned as his pos-
sible successor . . . The administration is determined to liquidate the
entire refugee problem as soon as possible . . . One step in this
direction will be renewed efforts to influence Congress to pass the
Stratton Bill for the admission of 400,000 refugees to the United
States . . . Another step contemplated is to have the Congress
thoroughly overhaul the present archaic immigration laws, on the
basis of Congressional investigations conducted abroad during the
last few months . . . Legislators will seek to revamp the statute to
permit "pre-selection" abroad of types and quantities of immigrants
who could be usefully absorbed in American life.

version of the American Jewish Conference into a permanent or-
ganization . . . But the Jewish leaders of the Conference firmly be-
lieve that in spite of this opposition, the Conference will be pro-
claimed a permanent body at its Chicago parley at the end of this
month . . . Their confidence is based on the fact that there is strong
sentiment among the small Jewish communities in favor of having
a central Jewish body represent all groups in American Jewish life.
WASHINGTON. ( JTA) — The

shrine in Philadelphia in com-
memoration of four Army chap-
lains of the Protestant, Catholic
and Jewish faiths who died in
the sinking of the troop transport
Dorchester on Feb. 3, 1943, has
received President Truman's en-
dorsement.
The President has promised
Rev. Daniel A. Poling, father of
one of the chaplains, that he
would send a message to a dinner
Dec. 15 commemorating the
shrine. The Jewish chaplain was
Alexander Good of New York.
The chaplains died after giving
their life preserver belts to sol-
diers who were without them.
The Council expects the fullest
support in this program from the
Jewish community, since Jews
know particulary well the neces-
sity for making available more ,
food for the war-torn countries
of the world.
The Council also plans to par-
ticipate in the Freedom Train
when it comes to this city.
