Plans for an expanded pro-
gram to help newcomers on their
resettlement are expected to
emerge from the conference.
Technical aspects of the work of
United Service will be discussed.
Participants in the technical
sessions will include Miss Ruth
Shefer and Miss Goldie Goldstein,
of the 'Jewish Social Service
Bureau, Detroit.

British Begin Transfer of Exodus
Refugees to Two Winter Camps

LUEBECK, Germany. (J,TA)---
'transfer of the 4,400 Exodus
refugees to two winter camps
began last Sunday, when the first
group of 800 will leave Poppen-
dorf for Emden.
A special commission sent by
the Exodus refugees to investi-
gate the new camps declared the
camps satisfactory, except that
certain repairs have to be made.
According to the commission,
the new camps are former Ger-
man naval installations which
have more recently been used for
the housing of Polish and Baffle
DPs. The Emden camp has three-
story concrete barracks with a
capacity for 2,400 persons. The
Wilhelmshaven center consists of
one-story concrete buildings and
has a capacity for 2,000.

PARIS, (JTA)—There are more
than 10,000 Jewish children at-
tending school in the DP camps
of Germany, Judge Louis E.
Levinthal, advisor on Jewish af-
fairs to the U. S. Army in Europe,
declared at a meeting of the
United Jewish Educational and
Cultural Organization, which is
holding its first international con-
vention here.
Although he reported that 800
teachers were employed, Judge
Levinthal declared that one of
the greatest handicaps was a
shortage of qualified instructors

as well as an insufficient quan-
tity of texts.
David Brill, chairman of the
Vienna Jewish Community, re-
ported that of the 8,000 Jews in
- Vienna only 300 were children
of school age.
Norman Bentwich, former at-
torney general of Palestine, and
vice-chairman of the Jewish Corn-
mittee for Relief Abroad, out-
lined a program to aid in the re-
construction of teacher semin-
aries, libraries and other cultural
institutions in former occupied
territory.

Youth Council Calls

Group Delegates to
Constitution Session

Instructions to delegates to the
constitutional convention of the
Young Adult Council are now in
the mail, according to Sol J.
Schwartz, chairman of the Coun-
cil's constitution committee.
Each young peoples' group
planning to affiliate with the
Council is sending three delegates
to the convention which is sched-
uled for Sunday afternoon, Nov.
23, at the Jewish Community
Center.
Ratification of the constitution,
official enrollment of organiza-
tions into the Council, and plans
for election of the Council's first
permanent officers are on the
agenda, Schwartz reported. Leon-
ard Baruch is temporary presi-
dent of the Council.
- Youth groups whose member-1
ship falls within the 18 to 35 age
group are eligible for member-
ship.
