Facilitates Two-Thirds UN Vote

LAKE SUCCESS, N. Y.—(JTA).—The Soviet and U. S. declarations endorsing the par-
tition of Palestine into Jewish and Arab states open the way for -the attainment of a
two-third majority for the majority UNSCOP plan when it comes up for a vote in the
General Assembly. . -
The. U.S.S.R., like the U. S., stressed the importance of the approval of the principle of
partition at this session. An important departure from the American viewpoint is implied
in the Russian emphasis on replacement of t he mandatory _regime by an interim regime
responsible to the UN, whereas the United St ates stressed British responsibility and was
nebulous with regard to the interim goi7ernment. However that may be judged, the fact
remains that both the U. S. A. and the U. S. S. R. stressed the urgency of arriving at a '
solution at this session—which means the adoption of the principle.
- The-British, of course, will do their utmost to subvert the solution by seeking to line
up abstainers, knowing that it will be more difficult to line up openly negative votes. The
working out of the actual implementation proposals will meet with greater obstacles, it is
feared by some, because The U. S. S. R. may. move for Big Power participation and the Ameri-
cans will bear in mind that whatever is decided with regard to the transition regime should
be in line with strategy of keeping Russia within her sphere of influence.
The British delegation postponed Tuesday's scheduled speech before the Ad Hoc, Corn--
mittee on Palestine until the end of the week in order to continue discussions with the
Cabinet, in view of the partition statements by the United States and the U.S.S.R.
Arab 'War Resolutions' Aimed at Abdullah

LAKE SUCCESS—Any one the
with Arab politics who has read the "war resolu-
tions" adopted by the Council of the League of Arab States, can see that the resolutions are
aimed more at King Abdullah of Transjordan, than at the Jews of Palestine.
The resolutions instruct states adjacent to Palestine, not to make any moves before
they have arranged for 'the passage, through their territory, of troops from more distant
Arab states. The only Arab army in the modern sense, is Abdullah's Arab Legion. It is no
secret that he has been plotting to send his Legion to occupy the areas proposed by the
UNSCOP as Arab territory, and to seize Syria and Lebanon. If there is to be a massing
of Arab troops along the borders, it will be for the purpose of self-defense against invasion
by King Abdullah.

10 Countries Favor Establishment
Of Jewish, Arab States in Palestine
The line-up to-date on the Palestinian question is as
follows:
The partition plan, favoring immediate settlement of
150,000 Jews in Palestine and the establishment of Jewish
and Arab states, is favored by 10 countries—the United States,
Russia, Guatemala, Paraguay, Uruguay, Sweden, Czecho-
slovakia, Peru, Panama, Poland.
Opponents of the proposals include the Arab states, India,
New Zealand and Argentina.
China has taken a neutral .stand, reversing an earlier
stand of opposition to partition.
All indications are that the majority UNSCOP report will
have the active support of practically all the Latin American
countries, with the exception of Argentina.
Highly authoritative sources in Washington told the JTA
that while the United States will not send troops to Palestine,
American citizens will not be prevented from joining an inter-
national volunteer constabulary.
Final testimony will be presented orally in behalf of the
Jewish Agency for Palestine this -weekend by Moshe Shertok,
chief of the Zionist political department. It is expected that it
will take a full day for him to present the final statement.

Jews Brave British Blockade
Thousands of Jews continue to knock at the gates of Palestine—
only to be turned away at the point of British guns and to be de-
ported to Cyprus. Haganah Ship Medina Yehudit (Jewish State)
and Geulah—Redemption—were the two ships that carried. 4,500
visaless Jewish immigrants. In the foreground in the upper photo
