The Jewish New Year coincides with the opening. of the session
of the UN General Assembly at which a final solution of the Palestine
problem is expected ... Jews hope that the United Nations will start
right ... It becomes more and more obvious that the United States
wdl play the deciding role at the Assembly on the Palestine issue
. . . It must be remembered that the British Government, in pre-
senting the Palestine case to the UN. reserved for itself the right
not to carry out the recommendations of the UN . . . The U. S. is
the government that can exercise the greatest influence on the British'
Cabinet and force Britain to accept the UN recommendations . . .
Even though this was not the case with regard to the recommenda-
tions on Palestine made a year ago by the joint Anglo-American
Committee.
There will, of course, be plenty of maneuvering and bargaining
behind the scenes at the UN as well as at the open sessions of the
Assembly ... And it can be expected that some of the recommenda-
tions of the UN Special Committee on Palestine will be modified ...
However, the basic recommendation which urges the termination
of the Palestine mandate will not be fought by any delegation . . .
The British have long favored replacement of the mandate by a
ti usteeship . . . The Arabs are for the termination of the mandate,
and the„Jews are not against such termination . . . Hence, the
problem be which country should be appointed by the UN
trustee for Palestine for the interim period until a Jewish and an
At ab state are established . . . In this, too. the United States will
play the leading role, if it agrees to share certain responsibilities with
Britain in Palestine.

The UN Outlook:

The line-up with regard to the power which will assume trustee-
ship over Palestine for the interim period seems to be as follows ...
Britain, as well as the United States. is interested in keeping the
Soviet Union from getting a foothold in the Mediterranean . . .
Therefore, they will do everything they can to prevent a joint big-
power trusteeship over Palestine . . . In this they will probably be
successful, if an understanding is reached between the United States
and Britain under which the former will support a proposal that the
Palestine trusteeship be vested in the hands of Britain ... However,
the understanding will also have to provide that Britain may call
Upon any government she wishes to share with her the administration
of the trusteeship . . . In this way. Britain, as the principal trustee,
will be given a free hand to select the governments with whom she
wants to share the "burden” ... Britain will then obviously call upon
the United States but not on the U.S.S.R.. . It stands to reason that
the U.S.S.R., even if barred from participating in the trusteeship over
Palestine, can claim participation in the UN administration of
Jerusalem, since there is a lot of Russian property in that city . .
On this question. Gromyko would have no chance of winning. if
America and Britain agree on basic decisions as to how to imple-
m•nt the UNSCOP report.





Front time to time, the Jews in this country read' reports about
the Jewish refugees in Shanghai ... But there is also a normal Jewish
lift. in Shanghai .. . Jews have been living in Shanghai for many
decades . . . Many settled there after leaving Soviet Russia about
twenty-five years ago . . . Jewish clubs and organizations existed
long before refugees from Nazi persecution fled to that city . . . A
comprehensive picture of Jewish life in Shanghai is given in Shanghai
Almanac, published by Shanghai Echo ... The publisher, Ossi Lewin,
is a German-Jewish refugee ... The daily is devoted to the interests
of the Jewish community and the needs of the Jewish refugees .. .
The material in the Almanac reflects Jewish life in Shanghai in
great detail . . . It gives a lot of factual information from which one
can see that the Jewish refugees in Shanghai are well-organized and
extremely active socially and culturally ... As the years go by, there
will be no refugees in Shanghai ... Some will return to Europe and
some will become permanent residents .. . The Almanac, however,
will serve as a historic record of their activities in the most difficult
years of their lives.

Old Testament as Narrative Writing

Mrs. Brooke Peters Church,
author of "The Golden Years:
The Old Testament Narrative as
Literature" (Rinehart & Co., pub-
lishers. 232 Madison Ave., New
York 16), prefers to treat the old
Bihlwal stories as narrative writ-
ing. In this interesting book she
his taken the narrative sections
"out of their setting of religious
and ritual commentary and ad-
denda," and has had them "placed
by themselves as literature."
Asserting that her book is not
for theologians "but for the stu-
dent of literature, and is written
for amateurs from a layman's
point of view," Mrs. Church
nevertheless risks severe criticism
for her contentions that the He-
brev,'s formed a totalitarian state
and that the Hebrew "could not
question. could not express him-
self. save in the framework of the
ational faith."
But her approach to her sub-
ject even where it is christologic-
elly influenced, is fascinating, and
her book is certain to attract very
wide attention for its fine style
and the excellence of its handling
et the entire subject matter.

Whether it is in reviewing the
life of David, the story of Moses,
the history of the time of Samuel
or the books of Ruth, Esther and
Tobit, Mrs. Church ably proves
her point that the beginnings of
modern literary forms are to be
found in the Old Testament.
"The Golden Years" is a highly
scholarly work whose merits far
outweigh whatever criticisms
may be leveled at it because of
natural partisanship.
