VIENNA (JTA)—In an ex- Jews

Telegraphic Agency, the president
of the Jewish community coun-
cil, David Brill, charged that the
execution of the restitution laws
had become a public scandal.
Brill asserted that the Ministry
of Property and Custody was
especially guilty of sabotaging
the restitution of Jewish property.
He said that Jews who re-
turned to Austria recently from
Palestine and Shanghai, bringing
the total number of Jews in this
city to 8,000, were so disappointed
and alarmed because of the situa-

DPs Symbolize Freedom
By their very plight, by their
sorrow and suffering, the 1,500,-
000 surviving Jews symbolize the
fight for freedom all of us pro-
fess to feel with such intensity
and determination. Indeed, in one
way or another, all of us belong
to minorities in the last analysis,
and every drop of blood shed in
behalf of one minority is in the
name of freedom for all.
As tragic as any part of the
tragic story is the fact that two
years ago the day of liberation
dawned for these unfortunate
people abroad.
When Hitlerism was at last
struck down, these survivors —
representing only one fifth of the
pre-war Jewish population—saw
the beginning of their salvation.
They had a right to hail that day
as meaning the end of hunger,
hopelessness and despair — the
end of torture and persecution.
Men of every creed, nationality,
and color, cherishing liberty, had
rallied to the cause of preserving
the dignity of man.
But- we know that these op-
pressed people were cherishing
en empty dream. For most of
them, starvation, homelessness
Wad persecution continued. They
