NEW YORK, (JTA)—"The fact
that Central Europe is facing an-
other 'hunger winter' and that
anti-Semitism is still rampant in
Germany and Austria makes it
imperative that the United Na-
tions undertake at once concrete
steps to solve the problem of 250,-
000 Jewish DPs," David Rosen-
stein, chairman of the American
delegation to the World ORT
Union Conference in Paris, de-
clared upon his arrival in New
York from a two-month survey
of Europe.
Rosenstein pointed out that, as
a result of the dry spell the corn-
ing winter months may well be
explosive, due to theikruidation
of UNRRA and the inability of
IRO to take over its functions
immediately. "Only the opening
of the gates of Palestine, the
United States and other countries
can bring about a permanent sol-
ution of the problem of the dis-
placed persons," he said.

of Palestine. It added that the
deportation order had such ex-
traterritorial effect as was nec-
essory to implement it.
In arguments prior to the de-
cision, Dennis N. Pritt, Independ-
ent M. P. counsel for the Agency,
charged that the deportees were
placed on the transports under
false pretenses, since leaflets dis-
tributed to them said that they
were being taken to Cyprus.
An affidavit from Foreign
Minister Ernest Bevin, by the
Solicitor General, said that the
deportation order had been is-
sued by the High Commissioner
under the Emergency Defense
Regulations and that the refu-
gees - had been removed from the
Exodus by "the Palestine mili-
tary authorities." It added that
the refugees were not suffering
from the curtailment of their
liberty, except as was necessary
"for the safety of themselves or
the ships."
