An ounce of prevention is
worth a pound of cure, but when
the ounce is not given at the
proper time, then even a pound
of cure will not be enough . . .
This particular phase pertains
to child delinquency, and is in-
tended to inform the people of
the Jewish faith how child delin-
quency fares with this group of
citizens.
With the fine co-operation of
the juvenile court, I have been
able to procure figures for the
year 1946, and it is. interesting to
note just what these figures
mean to the Jewish people. Dur-
ing 1946, 20,000 youngsters came
in contact with the Detroit Police
department. In the same period
2,000 boys and 500 girls appeared
in the Juvenile court, and 5,100
boys and 1,400 girls were ad-
mitted to the Detention Home.
When it comes to the boys and
girls of the Jewish faith who
had come in contact with the
Detroit Police, the figures are
very surprising. During 1946 only
one girl of the Jewish faith was
admitted to the Detroit Detention
Home. During that period 18
Jewish boys were admitted to
the home. Nevertheless it is up
to the Jewish people to beat this
record in 1947 and have a clean
slate.
. The home, the school, the syn-
agogue, the environment, are fac-
tore in the phrase known as "The
Ounce of Prevention." Let's all
have that ounce of prevention
ready at all times, and eliminate
the pound of cure.

Council Warns Against
Confusing Nationality and
Religion in Employment
Editor, The Jewish News:
I write this letter to suggest to
you a subject which has been
disturbing our Anti-Discrimina-
tion Committee and on which we
believe the Jewish press can be
of considerable help.
Discriminatory e m p 1 o yment
practices are generally imputed
to those firms which ask the re-
, ligion or nationality of prospec-
tive employees. The irrelevance
of this information to the appli-
cant's probable ability to per-
form on a given job is apparent
and the implication is that the
firm is pursuing a discriminatory
policy. Our Committee has fought
and will continue to fight against
this practice on the part of the
employers.
In one respect, however, we
believe that clarification within
our own community would con-
tribute to the mitigation of this
evil. Our experience in handling
complaints of employment dis-
crimination indicates that all too
frequently the Jewish job seeker
either misinterprets or improp-
erly answers the question of "Na-

instance after instance we find
that the Jewish applicant who
subsequently complains of dis-
crimination, has given his re-
ligion as his answer to a question
of nationality.
We repeat that we are in no
way defending the use of this
kind of a question. On the other
hand, we think it equally impor-
tant to emphasize that no inquiry
as to religion is implicit in such
a question and that none should
be assumed on the part of the
applicant. Obviously, the proper
answer to a question of nation-
ality is "United States," or, as
the case may be, whatever other
national state of which the in-
dividual is a native or to which
he owes allegiance. In any event,
religion is not the answer to this
question.
While I have confined my re-
marks to the answering of this
question on employment applica-
tions, the same observations and
reasoning apply with equal vigor
to the same question used under
any other circumstances or for
other reasons.
