Tragic Spectre of Homeless Israel Hovers Over UN

Hectic Debates Mark

FLUSHING MEADOW, N. Y.—With Mahmond Has-
san Pasha, the Egyptian delegate carrying the ball for the
. Arab states in their demand for the termination of the
Mandate and the establishment of an independent Pales-.
tine--which would mean an Arab Palestine—the President
of the UN Special Assembly Oswaldo Aranha steered the
Assembly in accordance with strategical processes and the
first point of the agenda calling for the discussion of Great
Britain's proposal for the position of the Palestine issue re-
quiring of the UN was adopted.

The subject will be delegated to the First Committee of
which Lester Pearson of the Canadian delegation is the chair-
man. Tuesday morning's session was tense and threatening.

But it ended without serious consequences. The Arab view ,
point was raised by the Indian delegates who wanted an '
explanation from the United Kingdom as to whether Britain
would adhere to decisions made by UN.
-‘1" Sir Alexander Cadogan, speaking for his Majesty's gov-
ernment, explained that in the debate by the House of Lords
the point was made that the British government could not
imagine being able to carry out a program of which it could
not. approve. It is evident that serious issues are involved
around this point.
Asaf Ali of India had the support of Andrei Gromyko of
Russia who expressed his belief he considered India's question
pertinent to the issue facing the assembly.
Sir Alexander Cadogan's contention was that there is
distinction between Britain's "carrying out" a policy and
"accepting or rejecting" a UN decision. In the ensuing discus-
sion Asaf Ali insisted on knowing whether Britain would
adhere to any decision reached else the present general
assembly must be considered "a sheer waste of time."
Sir Alexander held to the view that at pres4nt his govern-
ment is "single-handedly" responsible for Palestine and ques-
tion therefore posed itself whether Britain should be ex-
pected to bear the whole burden of enforcing the policy alone
even if it did not agree with it. Mahrnoud Hassan Pasha of

Egypt pressed for consideration of the Arab proposal for the
mandate's termination on the grounds it was "more concrete
and more precise" than Britain's and therefore should be

considered first.
A lengthy debate involving assembly rules resulted in
Dr. Aranha being upheld by the general committee with
Egyptian delegates dissenting.

Special Assembly Takes Up
Routine Matters at Outset

FLUSHING MEADOW, N. Y.—The tragic spectre of

homeless Israel, the nation that has been placed on the agenda
of World Affairs without itself possessing representation
among the peoples of the world, is in evidence here in its
direst pathetic status.
Spokesmen for 55 countries assembled in the impressive
setting of the United Nations General Assembly for consider-
ation of the Palestinian problem, thrown into the lap of world
powers by Britain's admission of administrative failure, dealt
calmly with routine matters of the selection of a president
for the special session, the choice of committees and the
setting of time for meetings. _
But mention of the very word "Palestine - was avoided
during the first plenary session on Monday, except for its
reference in the printed journal and the assembly agenda.
The same treatment, was in evidence Monday afternoon
—until the Iraquian delegate, Mohammad Fahil Jamali, arose
to ask who were the agencies that had asked for hearings.
and for the first time there was mention of Jews and of
Palestine. President Aranha informed the assembly the
groups which made such applications were the Jewish Agency
for Palestine, Progressive Zionist District No. 95 of New
York and the Hebrew Committee for National Liberation.
In those few moments there was uncovered in all its_
nakedness the entire tragedy of- our people. Instead of be-
ing able to speak for United Jewry—having secured in ad-
vance the consent of non-Zionist groups like the American
Jewish Committee for joint action before the UN—the Jewish
Agency found itself in "competition" with the abortive Berg-
son-Hecht Committee for National Liberation and , with a
Zionist district that had the audacity to break discipline and
thus harm the Jewish cause.
The "Progressive District" which asked for representa-
tion is a New York branch of the Zionist Organization of
America, headed by Dr. Morris Zucker, which emulates the
Bergsonites by having issued an independent "plan for the
creation of the Jewish Republic of Palestine."
Meanwhile, it is accepted as a foregone conclusion that

the request of the Jewish Agency will be rejected on the
general principle that if it were granted the Chinese com-
munists might have grounds for similar requests when the
Chinese issues are considered and that other groups will be
justified in advancing similar applications.
It was evident that the machine of UN was functioning
smoothly in the two working languages—English and French
—was well oiled and that all will go "as planned." It even
