Senate Adopts Resolution
For U.S. IRO Participation
WASHINGTON (JTA) — The
Senate adopted by an overwhelm- .
ing voice vote the Vandenberg-
Connally resolution authorizing
United States participation in the
International Refugee Organiza-
tion.
Two amendments provide that
the measure in no way affects
Congressional control of Amer-
ican immigration policy and lim-
its American outlay of funds for
participation in the organization
to $75,000,000.
T h e measure
was passed de-
spite stiff Re-
publican opposi-
tion raised by
Senator Kenneth
S. Wherry, party
whip, and Sena-
tor Chapman

O'Daniel of Texas and Ellender
of Louisiana, Democrats, also op-
posed* the measure.
Senator Arthur E. Vandenberg,
of Michigan, chairman of the
Foreign Relations Committee, in
introducing the bill, pointed out
the advantages of fulfilling Amer-
ican commitments to the Euro-
pean refugees through the IRO
rather than by continual expendi-
tures to the Army to do the same
work alone. He reiterated that
"nothing in this resolution af-
fects one single comma in our
own immigration law."
Senator Wherry questioned the
definition of refugee in the IRO
charter, asserting that the peace
treaties would, by boundary al-
locations, create whole new class-
es of refugees.
Palestine Problems Included
In Queries on Aid to Greece
A number of queries on Pal-
estine are included in the list of
110 questions submitted by Sen-
ators on the Greek-Turkish aid
bill, made public by Senator
Arthur H. Vandenberg, chairman
of the Foreign Relations Com-
mittee, several days after trans-
mittal to Acting Secretary of
Young Israel of Detroit, reli- State Dean Acheson. The ques-
gious, educational and social or- tions ran as follows:
"Is it not a fact that Great
ganization of orthodox young
Britain is maintaining in Pales-
tine a military force which is 10
times as great as that in Greece,
and which involves expenditures
running into hundreds of mil-
lions of dollars, despite the al-
leged inability of Great Britain
to take care of the situation in
Greece? Was any attempt made
to study if available British mili-
tary personnel concentrated in
Palestine could have been utilized
in Greece? Should not the Pal-
estine question now be settled
with the British in this same
connection?''
