Bevin Sees Trouble If UN Fails to Settle Zion Issue

LONDON. (JTA)---Llf the United Nations does not settle
the Palestine problem, wider trouble may result, Foreign
Secretary Ernest Bevin warned Tuesday at the opening of the
Parliamentary debate on Palestine.
Mr. Bevin said the UN must decide first whether to admit
the claim for a Jewish State; secondly whether to admit the
claim for an Arab state with protection of Jewish rights to a
National Home; thirdly, whethek there shall be a Palestine
state balancing the interests of both communities.

He admitted that the White Paper no longer is enforceable, but
stated that it can not be abandoned until a substitute policy is found.
He insisted that he would not "remain Foreign Secretary for five
minutes" if he had to go to an international conference without being
assured that its decisions would not be reversed by Commons.
"All my negotiations depend upon the integrity of Commons,"
he stated.

(Mr. Bevin's attack on President Truman, whom he
charged with interfering with a workable solution on Pales-
tine, brought forth worldwide condemnation. In many quar-

ters in the U. S. as well as England, Mr. Bevin's statement
was branded as "stupid.")

(Before returning to the United States, former President Herbert
Hoover conferred with Mr. Bevin in London and-urged the admission
of larger numbers of Jews into Palestine on humanitarian grounds).
(Dr. Barnett R. Brickner of Cleveland stated in Jerusalem last
week the Mediterranean will be crowded with unauthorized immi-
grant ships carrying large numbers of Jewish survivors in Europe
unless something is done immediately to relieve the situation).

off the Palestine shores.)

Jews Gave Bevin Three Alternatives, But All Were Rejected
LONDON (JTA)—The Jewish Agency delegation which con-
ducted informal talks on Palestine with British officials. offered
Foreign Secretary Ernest Bevin three alternatives when it rejected
his final proposal, it was revealed here during the week-end with the
publication of the text of the Jewish reply.
The alternatives. which were turned down, were: 1. An inde-
pendent Jewish state in all of Palestine. 2. An independent Jewish
state in a partitioned Palestine along the lines suggested by the Jew-
ish Agency last summer; or 3. Continuation of the mandate without
restrictions pending a final solution of the entire issue.

Shertok Says U. S. Must Take Lead on Palestine Before UN
NEW YORK. (JTA)—Moshe Shertok, chief of the Jewish
Agency's political department, who arrived here by air from London,
said he plans to confer with American Zionist leaders this week and
then leave for Palestine. Queried concerning the British decision to
take the Palestine issue to the UN. Shertok said he expcted the U. S.
would have to take the lead when the question came before the
General Assembly, since Britain has stated it will make no recom-
mendations.
