The new plan was intended to shut off Jewish settlement
in the Negev, but the establishment of three new settlements
there by Jews on Feb. 6 was another indication Jews will not
submit to restrictions intended to stifle opportunities for
Palestines' development and colonization.
It is generally denied that Arabs in Palestine are pre-
paring for an uprising against Jews. Homer Bigart, N. Y.
Herald Tribune correspondent in Jerusalem, in several cables
to his newspaper, refuted such assumptions. (See editorial
quoting Mr. Bigart, Page 4).

including the Jewish suburb of Rehavia to which Jews refer
