Zionist Congress Leaders
-„
Sp l it Over Parley, Partition

(Continued tram Page 21)

powerful American delegation,
ruthlessly attacked the recent
activities of the Jewish Agency
executive, which were designed
to secure British` acceptance of a
"viable Jewish state" in a par-
titioned Palestine.
Leading the fight for the
Agency's partition scheme has
been Dr. Goldmann, Agency rep-
resentative in the U. S., who de-
clared that in light of the present
international situation, partition
is the only solution to 'the Pales-
tine problem, although it would
represent a "tragic concession."
Dr. Weizmann, whose keynote
speech carefully refrained from
mentioning either partition or
participation in the London con-
ference, in a - later address to a
meeting of European General
Zionists came out unqualifiedly
for attendance at the London par-
ley.
Urges Participation
Speaking in Yiddish, the head
of the world Zionist movement
said there is no alternative other
than participation, since taking
part in the London pf 7ley will, at
least give the Jews a chance to
present their views. He pointed
out that the U. S. government has
promised to send an observer to
the parley if the `Jews agree to
participate, and stressed that if
the Jews do not attend, decisions
are likely to be taken there with-
out them.
(In London, Foreign Under-
Secretary Christopher Mayhew
announced in the House of Com-
mons that the conference will be
resumed next month. The British

government, he said, will try

at that time to arrive at a plan
acceptable to- both Jews and
Arabs in Palestine.)
Mrs. Judith Epstein. president
of Hadassah, took issue with Dr.
Weizmann's view—expressed in
his opening address—that con-
tinuation of the British mandate
was possible, if the British would
live up to the terms of the Bal-
four Declaration.

Dealing with the resistance in
Palestine, the Hadassah leader

said it svas ugly, but necessary.
She emphasized she accepted
"uncertified Jewish immigration"

question still remained whether
American Zionism was sufficient-
ly mature to take over the leader-
ship of the world- Zionist move-
ment, which, he said, was still
based on European Jewry.
The Canadian and American
Poale Zionist delegations, which
comprise 32 delegates, voted to
give full support to the policies
of the present executive on the
future status of Palestine and
to back the stand of the Haganah
against terrorism.
Clash as Partition
The meeting of the Mizrachi
delegates was marked by sharp
clashes on the question of parti-
tion and the composition of the
executive. In a letter read to the
meeting, Rabbi Meir Berlin, Miz-
rachie leader who is in Palestine,
outlined the following program
which he urged the movement to
support: unmodified rejection of
partition in any form, revamping
of the executive to include new
personalities and assignment of
seats on the basis of party
strength and opposition to plac-
ing Keren Kayemeth funds under
control of the Jewish Agency.
These views were challenged
by 71-year-old Rabbi Judah L.
Fishman, Mizrachi representative
on the executive, who fa - ors the
executive's present policies. Rab-
bi Fishman said he would not be
a candidate for office again and
this was his farewell speech.
Dr. Stephen S. Wise dis-
closed after the election of Dr...
Weisman as president of the
Congress, that Weisman him-
self had proposed Wise be
named Congress president, but
"nothing but the vulgar ma-
chinations of underlings—prob-
ably prompted by the high
eommand—alone prevented the
election of the first American
president of the Congress." He
had not declared himself a can-
didate for the presidency,
Wise added. but Weizmann sug-
gested he be elected as "an
honor owing to Dr. Wise as a
life-long Zionist leader.'

William B. Ziff, American Re-

Six members of the central

also warned against the partici-
pation of the Jewish Agency in
the London conference.
The American Zionist leader
said the time may have come
to symbolize the change in the
relations between Britain and
the Zionists by shifting the cen-
ter of Zionist political activity to
a country which is not under a
British flag. At the same time,
Dr. Neumann said the recent
statement issued by U. S. Secre-
tary of State Byrnes urging Jews
to attend the London Conference
was an attempt to make the
Zionists agree to unconditonal
participation in the parley.
Criticism of Dr. -Goldmann , for
having submitted the partition
plan to the U. S. government was
voiced by some of the laborite
delegates but David Ben Burion
defended Dr. Goldmann's mission.
He pointed out that it was un-
dertaken with the authorization
of the Agency executive.
Acceptable Compromise
Ben Gurion, chairman of the
Jewish Agency executive, said
the Zionist movement should not
propose any partition plan to the
British government, but should
be amenable to compromise. -If
we have discussions with the
British government," Ben Gurion
stated, "we must stand on our
full right to the whole of Pales-
tine, but if Britain-proposes an
acceptable compromise, the ex-
ecutive should bring it for dis-
cussions before the authorita-
tive organ of the world Zionist
movement."
Berl Locker, a member. of the
executive, said although "a real
