the program of the executive,

gence of a whole system of in-
dependent Arab states around
Palestine compelled the Zionist
movement to claim statehood. "It
is on that basis alone we can
achieve equality of status and
thereby, 'peace," he said.

As Basis for UN Action on DPs
"Uprooted," by Zorach War-
haftig, the fifth volume of a se-
ries, "From War to Peace,"
published by the Institute of
Jewish Affairs of America and
World Jewish Congress, is an
impressive documentation of the
present status and needs of dis-
placed persons and refugees.
Warhaftig has drawn liberally
both on the extensive resources
of the Institute of Jewish Affairs
and on his own personal experi-
ences abroad to present a broad
objective picture of what must
seem to be—to those who still
languish in displaced persons
camps or wander over the face
of Europe—an "unfinished vic-
tory."
Mr. Warhaftig has compiled a
work which might 'serve as the
basis for United Nations action
in the final solution of caring for
those who felt the first blows of
the Nazi terror. Copies of the
Hanukah Greetings
book were sent to delegates of
the United Nations.
The first chapter, "The United
Nations and the Refugee Prob-
lem," orients the UN delegates
in an understanding of the back-
ground of international machinery
which they will be able to em-
ploy in their approach to the
problem.
Mr. Warhaftig rejects repatri-
ation and absorption as sugges-
tions for alleviating the distress
of these people, and points to
emigration and resettlement in
other lands, particularly Pales-
tine, as the realistic steps toward
the final solution.

visionists had a clear choice:
either to bring the terrorists or-
ganizations into "the fold of na-
tional discipline" which they are
now defying, or to disavow them
unequivocally.
