months, and said he feared the failure of others to return implied.
a lack of confidence in Germany's economic future. "If the Jews
return," he said, "they will find a welcome very different from what
I they had before."
He told reporters the Germans were . prepared to compensate
Jews and help in their rehabilitation, but at present they do not
I have the means to do so. He believed that could be done, however,
if Germany went Socialist.

Agency Warns Terrorism
Threatens Entire Yishuv

JERUSALEM (JTA)—The Jews of Palestine were warned by
the Jewish Agency and the Jewish National Council that "disaster"
may face the entire Jewish community "if the small groups defying
the Yishuv's authority continue to perpetuate terrorist outrages in

town and country."
The warning was issued in the form of a statement following

a joint meeting of the temporary executives of the Agency and
Council. Pointing out organized Jewry of Palestine "never besmirched
the banner of Zionism by murdering innocent British soldiers and
policemen.'' the statement condemned the "small minority of the
community" which is using terror as a political weapon.
The Jewish National Council of Palestine issued a statement
denouncing the Hebrew Committee of National Liberation in Amer-
ica and stressing that this organization in no way represents tie

Jews of Palestine.
A spokesman for the Palestine government said enough small
arms and ammunition to equip 8.000 men on a "wartime" scale of

50 rounds per man have been seized by the British Army in raids
on Jewish underground arms dumps during the last 12 months.
In a communique explaining a gun battle and explosions in
Jerusalem on Dec. 5. the police said members of the Stern Group had
stolen three cars in Tel Aviv and used them to carry bombs to Jeru-
salem_ However. an unskilled driver ran one of the vehicles into a
tree on the Street of the Prophets detonating the explosives and kill-
ing two riders and seriously injuring the driver.
A British officer and one soldier were killed and four officers
seriously injured Dec. 5 when a truck containing explosives blew
up at the Sarafand army camp near Tel Aviv.
The truck was driven into the camp by terrorists disguised as
soldiers and parked near headquarters. It exploded about 15 minutes
later, virtually destroying the headquarters.
Germans living in Palestine for many generations are reported
to be considering the sale of their holdings in Sarona and other
German-populated settlements in the belief there is no longer any
future for them in the country. Most of them are planning to seek
settlement in Transjordan. It estimates that German holdings in
urban and rural real estate are now worth about $200.000.000.
Division of Jerusalem into three separate zones is suggested in
a report prepared by Chief Justice Sir William Fitzgerald. who was
named last year to draft a recommendation for solution of the im-
passe resulting from Arab refusal to rotate the Jerusalem mayoralty
with Jews. Under the Fitzgerald plan. there will be a Jewish zone,
an Arab zone and the Old City, which will be under the administra-
tion of representatives of all three faiths. headed by a government
official. The mayoralty will be rotated between Jews and Arabs.
