Prof. Brodetsky declared at one time he opposed partition, because
he believed in a Jewish State on both sides of the Jordan, but in
light of the present world political situation, "we must accept a
compromise which will permit Jewish immigration without asking
anybody's consent."
Condemning terrorism in Palestine, Prof. Brodetsky warned
that it would take a long time to eradicate the anti-Jewish effects
of the British press "scare" campaign concerning the alleged
attempts by "Jewish terrorists from Palestine" to infiltrate into
England to assassinate prominent public figures. He also asserted
that the anti-Jewish riots by British soldiers in Tel Aviv this week
were caused by actions of Jewish extremists in Palestine.
Conference Not Likely to Resume Until January, London Hears
The Palestine Conference, which is scheduled to resume on
Dec. 16. is likely to be postponed until January, Reuters reported.
The report states that Prof. Brodetsky suggested a postpone-
ment to Colonial Secretary Arthur Creech-Jones last Tuesday. It
adds that many Jewish leaders are anxious that the conference not
be resumed until after conclusion of the World Zionist Congress,
which probably will end in the last week of December.
Reuters also points out that another reason for postponement
is the fact many of the British and Arab delegates are in New
York attending the United Nations Assembly, and it is unlikely
that they can be back in England by Dec. 16.
The English-language Jewish Standard stated it has learned
from "the most reliable authority" the government has offered
the Jewish Agency a scheme for the creation of a Jewish state
which would take in the 1,500 mile coastal plain offered in the
Morrison plan and part of the Negev. The Standard says the Agency.
after consultation with members in Britain and Palestine, informed
the government the proposal was acceptable.
Agency Aide Denies Partition Offer Received
However, Moshe Shapiro, a member of the Agency executive,
who arrived from Palestine, denied any partition offer had been
received from the government. and said the government's refusal
to make concessions on immigration and to transfer the Cyprus
deportees to Palestine, is bound to affect adversely the Zionist
Congress' decision on Jewish participation in the conference when-
ever it resumes.

Terrorism May Cause Civil War, Tel Aviv Vice-Mayor Warns
JERUSALEM (JTA)—Terrorism in Palestine may bring the
country to the brink of civil war, Eliezer Perlsen, vice-mayor of
Tel Aviv, warned at a meeting of the city's municipal council. He
attacked the Jewish extremists for attempting "to impose their
will" on the Jewish community.
The Jewish Agency also assailed extremist activities. while
the Haganah warned it will be compelled to take "practical steps"
even if it must resort to arms, should the extremists continue to
carry out assassinations such as the killing of Moshe Ben Bezalel,
Jewish detective, who was shot dead in Tel Aviv on Tuesday.
An Agency spokesman said it had taken measures to put a
halt to terrorist activity, but declined to state what these measures
were.
Moshe Shertok, Agency political chief, addressing a service-
men's meeting in Tel Aviv said the Jewish community must resist
the attempt which is being made to represent it as seeking the
blood of innocent men. He also called for the immigration of 200.000
displaced Jews and a Jewish state with a Jewish Army.
Train Service to Resume Under Army Control
The country's rail service. which has been suspended, was
resumed under British army control, but only during daylight hours.
Twenty thousand troops are assigned to guard the rails. with check
points set up at half - mile intervals. Armored trolleys will inspect
the tracks before resumption of service each morning and will
precede each train.
The Palestine government does not plan to transfer the Jewish
deportees held at Cyprus to the camps at Athlit recently vacated
by the Royal Air Force, Information Officer Richard Stubbs said.
He added. the only refugees who will be brought here from Cyprus
are those who enter under the regular immigration schedule.

CM Demands U.S. Influence Britain
To Admit 100,000 Jews to Palestine

of

ATLANTIC CITY, (JTA)—The eighth national convention
the CIO now being held here adopted . a resolution urging the U. S.
Goverlunent "to take all necessary measures" to influence the British
Government to admit immediately 100,000 Jews from Europe to
Palestine.
The resolution supported the demand that a Jewish Common-
wealth in which the rights of all minorities are guaranteed be
established in Palestine. It also condemned the British White Paper.
_ The convention unanimously adopted a resolution calling for
Federal legislation outlawing "anti-Semitism and other forms of
anti-racial prejudice." The delegates also demanded that the gov-
ernment "stop quibbling" and open the "doors to the thousands
of homeless and desperate Jews in Europe."
Anti-Semitism is a challenge to democracy and therefore it is
also a problem to the American way of life and especially to organ-
ized labor, Dr. Stephen S. Wise told the convention. He urged
American labor to combat the anti-Semitic efforts in this country.

Organizations to Receive $22,500,000 as Compensation
for Damages Suffered by Jewish Communities
During Nazi Regime, Histadruth Learns

TEL AVIV, (JTA)—The Intergovernmental Refugee Committee
will turn over $22,500,000 to Jewish organizations as compensation
for damage suffered by Jewish communities during the Nazi re-
gime, Eliezer Kaplan, treasurer of the Jewish Agency. disclosed in
a report on the state of the Jewish community of Palestine, at a
meeting of Histadruth.
He revealed that the Joint Distribution Committee would re-
ceive 60 per cent of the sum, while the Jewish Agency would get 40
per cent, from some $25,000,000 in Nazi gold and other assets which
the Allied Reparations Commission awarded the Intergovernmental
Refugee Committee last December for the relief and rehabilitation
of the victims of Nazism.
Kaplan declared that the Agency proposed a plan to the Inter-
governmental Refugee Committee for the absorption of 100.000
European Jews in Palestine at the rate of 10.000 monthly. The
maintenance and absorption of each wave of 10,000 immigrants will
cost between $12,000,000 and $14,000,000, he estimated. adding that

the cost of absorbing 10,000 children 'would be somewhat lower—
$8.000.000 to $10,000,000. He reported that the Agency has asked for
an international loan to carry through the project.
His report disclosed that the Agency has spent ;68,000,000 for
all purposes since 1939 and that its income during the same period
was less than expenditures, resulting in a deficit of nearly $7,-

Eighty hew agricultural establishments have been organized in

Palestine since 1939, Kaplan said, reporting that the Agency plans,
on the basis of land already owned by the Jews in Palestine, to
establish 6,000 new agricultural units and to expand 3,000 units
already farmed by Jews. Among the new projects will be 40 settle-
ments in the Galilee and Negev areas. In addition, the Agency has
made arrangements for the bringing of water to new settlements
in the Negev by next March. The Jewish National Fund has ac-
quired 75.000 acres of land since the last World Zionist Congress in
1939 at a cost of $48,000,000.
