LAKE SUCCESS, N. Y. (JTA)—An attempt to prevent large-scale
immigration of Jewish refugees to Palestine was made by Dr. Charles
Malik, Lebanese delegate on the sub-committee on refugees of the
UN Economic and Social Council, who proposed that in mandated
territories not only the administration but the people be consulted
before European refugees are resettled there.
The proposal was defeated by the other members of the 11-man
body, which held its first meeting on Sept. 17.
The sub-committee adopted a British amendment to the constitu-
tion of the International Refugee Committee to the effect that the
IRO's protection of the refugees should be extended until their re-
settlement was effectively completed." It was pointed out that the
process of assimilation in a new country might be a long one, involv-
ing a lengthy period of waiting before acquiring citizenship, and that
until such time the refugees would need the IRO to protect their legal
rights.
The sub-committee has three tasks to complete: 1. To consider
Secretary-General Trygve Lie's recommendation for the establish-
ment of an interim refugee group; 2. to review the comments of
member nations on the proposed IRO constitution; 3. to consider the
final report of the committee on finances for the IRO.

VIENNA, (JTA)—The number of Jews fleeing from Poland into
Austria is declining and now averages about 700 daily as compared
with a daily influx of 1,000 during August, it was reported here by
Bronislaw Teichholz, chairman of the Committee for Transient
Jews. He charged that Jews passing through Vienna are unable to
,receive the 1,800 calories of food to which they are entitled.
Since there is no possibility of remaining in Vienna, the Jewish
refugees are taken under UNRRA orders to the American zone in
Austria, where about 28,000 refugees are now concentrated. Another
5,000 are in the British zone, he added.
The housing problem was somewhat relieved in August when
20,000 refugees were shipped to the American zone in Germany
and 1,000 to Belgium. But transportation to Germany has now
ceased and it is almost impossible to send the refugees south.
