Urges Immigration,
No Discrimination

MONTREAL, (JTA) —Robert C.
Goodwin, American representative
to the International Labor Or-
ganization meeting here, stated
the II. S. government was "con-
cerned" that all immigrants of all
nations should have equal rights
and receive equal treatment re-
gardless of race or religion.
The statement was made at the
closing session of the Permanent
Migration Committee of the ILO,
which later adopted a r es olution
asserting the policy of non-dis-
crimination was a fundamental
condition of orderly migration
movements.
Gilberto Adamo, immigration
expert of the Brazilian govern-
ment, said his government did not
practice racial discrimination and
said it would welcome agricultural
workers.

OTTAWA, (JTA)—Immigration
Minister J. A. Glen has announc-
ed that Canada is preparing to
open immigration offices in Europe
in preparation for future immi-
gration to this country.
Glen revealed that Canada al-
ready has admitted 4,000 refugees
and that more would be admitted
when the United Nations takes
action on the refugee problem
next month. However, he added
that it will be necessary to ex-
ercise some discrimination, if a
"selective" immigration policy is
to be enforced.
