The Tel Aviv Municipal Council issued a proclamation
demanding that all refugees who arrived in Palestine be per-
mitted to land and that the government reverse its deporta-
tion policy.

Hundreds of children and women are among the Jewish
detainees who are prevented from settling in the "home-
land," and the arrival of the British cruiser Ajax together
with a vast fleet of battleships and an air patrol threatens
another upheaval which may disturb the peace of • the entire
Middle East.

Official Notes Sent

Official notes sent by Great Britain to Russia, Romania,
Czechoslovakia, France and Italy calling for the prevention
of traffic of Jews sailing for Palestine has caused consterna-
tion.
Only Russia and Romania are said to have failed to corn-
ply with the British requests, and British notes have implied
that these two powers have connived in facilitating "organiz-
ed shipments" of Jews to Palestine from Romanian ports.
There are conflicting elements in these reports in view of
earlier statements that the Arabs are seeking Soviet support
in an anti-Zionist program.

Strengthen Domination
The first British "federalization" proposal, which has
met with almost unanimous rejection, also has been attacked
in Russia. The Soviet government newspaper Izvestia
charges with regard to the Anglo-American Cabinet Com-
mittee's proposal for a federated Palestine:

Palestine Planning Own Ban
On Fraternizing with British

Jews of Palestine may be plan-
ning to carry on, on its own, a
policy of non-fraternization with
British soldiers now that General
Barker's order to his troops to
boycott Jewish establishments
has been rescinded.
British troops are once more
patronizing Jewish cinemas, res-
taurants, cafes and other places
of entertainment, but observers
here- say it is too early to state
whether the Jews will respond
amiably.
