New White Paper Seen Plan to Smash Yishuv

Palestine Leaders Denounce
British Terrorism Charges
Leveled at Jewish Agency

London Links Official Zion Organization with Haganah and
Extremists; Agency Brands 'Evidence' Phony; Will Issue
'Black Book' Exposing British Scheme, Ben Gurion Says

Jewish leaders in Palestine last Friday denied British
charges that Jewish Agency leaders were involved in plots
to stir up violence against the niandatory power's authorities
in the country.
Great Britain is challenged to provide proof of its
charges, contained in a White Paper issue in London.

No Legal Status

David Ben Gurion, chair-
man of the Jewish Agency
Executive, stated in Paris
that the latest British white
paper, blaming Jews for rec-
ent acts of terrorism, is part
of British policy aimed at
"destroying the Jewish com-
munity in Palestine." He as-
serted that the quoted tele-
grams would not be consider-
ed by any lawyer in England
as "evidence", and pointed
out that only one of the tele-
grams contained the names of
the sender and addressee.
While condemning terrorism
in no uncertain terms, he
branded British Middle East
policy as directed by "fascis-
tic, reactionary, f e u d a list
groups." He stated that a
"black book" would be issued
by the Jewish Agency to ex-
pose the "white paper."

Warns of New Attack
A spokesman for the Jewish
Agency stated:
"By adducing a jumble of al-
leged telegrams alleged to have
been sent -nine months ago. of ex-
tracts from broadcasts by the
`Voice of Israel' station and of
passages culled from publications
of terrorist groups, the British
government claims to have ob-
tained proof of cooperation be-
tween some members of the Jew-
ish Agency and Haganah, and of
coordination in some cases, be-
tween , Haganah and terrorist
groups. Not a single one of the
alleged telegrams emanated from
the Jewish Agency in Palestine.
The Jewish Agency which can-
not accept the authenticity,. of
these alleged telegrams, chal-
lenges the British government to
prove that the Agency was res-
ponsible for their composition,
authorization or dispatch."
A. Abrahamson of the Revi-
sionist world. executive accused
the British government of "dis-
honesty" in issuing the accusing
White Paper.
"Voice of Israel" warns that
'phase two - in British attacks
are to be expected soon. "Phase
one" was the round-up of 3.000
Palestinian Jews, including lead-
ers of the Jewish Agency. The
warning predicts that "the second
phase will be more cruel."

Paper Cites Kidnaping
Of Officers as "Overt Act"
LONDON, (JTA)—The British
government has issued a White
Paper on violence in Palestine,
charging that the sabotage and
acts of terrorism were carried out
under the direction of several
members of the Jewish Agency.
The information which resulted
in its decision to raid the prem-
ises of the Jewish Agency and
arrest several of its members, led
it to reach the following conclu-
sions, the White Paper said:
1. The Haganah and its striking
force, the Palmach, working un- .
der the political control of prom-
inent members of the Jewish
Agency, have been engaged in
carefully planned movements of
sabotage and violence under the
guise of the Jewish Resistance
Movement.
2. The Irgun Zvai Leumi and
the Stern Group have been work-
ing since last Autumn in cooper-
ation with the high command of
the Haganah and have carried

out several joint operations.

3. The Haganah radio. "Kol
Israel," was working under the
direction of the Jewish Agency
and supported the terrorist or-
ganizations.
After the kidnaping of six Brit-
ish officers by Jews last month,
the government was obliged to
take steps against the persons
and groups responsible for the
outrages, the White Paper said.
It said that the government's
information came from the fol-
low sources : Eight telegrams
which passed between members
of the Jewish Agency in Jerusa-
lem and London from September
1945, to last May, broadcasts by
Kol Israel, and publications is-
sued by the Irgun, the Stern
Group and the "Jewish Resist-
ance Movement."
Cite Texts of Alleged Telegrams
Involving Jewish Agency Leaders
The White Paper contains the
texts of the telegrams alleged
to have been*, either sent or re-
ceived by Dr. Moshe Sneh,. Dr.
Bernard Joseph and Moshe Sher-
tok, all members of the Jewish
Agency executive. The telegrams
as published in the White Paper;
asked Shertok, in London, to ad-
vise the Agency in Jerusalem
whether it would be advisable to
launch large-scale violence, min-
or incidents or remain passive.
They also gave key words to be
used by Shertok in his reply.
As proof that the "Kol Israel"
station was working with the
agreement of the Jewish Agency,
the White Paper referred to fur-
ther telegrams quoting one "to
London from Sneh in Jerusalem
Oct. 12, 1945" which is given as
follows:
"With effect from 4/10 the
broadcast of 'The Voice of Israel'
has been renewed. Two broad-
casts were successful. Eliezer
Kaplan and Bernard Joseph were
invited to see the High Commis-
sioner this morning. The agree-
ment for the renewal of the
broadcast and the Athlit under-
takings have been obtained with
difficulty. In future I shall not
inquire but decide in conjunction
with Shaul Meiroff and KN'NY."
Future Policy Up To UN
The decision of the Arab States
to place the Palestine situation
before the United Nations did not
come as a surprise here and will
in no way affect the present
British program of action.
The British government, it was
emphasized, will decide on its
next step with regard to Pales-
tine on the basis of recommenda-
tions to be made by the Anglo-
American committee of experts
now at work in London. These
recommendations are expected to
refer to an interim solution, it
was pointed out. The ultimate
future of Palestine is a matter
for consideration by the United
Nations as a whole, it was made
clear by Foreign Secretary Ern-
est Bevin last November in Parlia-
ment, it was recalled.
Official circles also reiterated
that whatever the nature of the
proposals of the Anglo-American
experts, both Arabs and Jews will
be consulted before final decision
is taken.

Soviet May Raise Palestine
Issue at Security Parley
NEW YORK, (JTA)—The Sov-
iet government may raise the Pal-
estine question before the Secur-
ity Council of the United Nations
within the next few days, when

mission to the United Nations

This was indicated by a Soviet
spokesman following disclosure by
the Secretariat of the United Na-
tions of the receipt of communi-
cations from the governments of
Egypt and Iraq, requesting the
British government to enter into
negotiations with the seven Arab
States "to end the present situa-
tion in Palestine and to install
a new regime in accordance with
the provisions and the aims 'ex-
pressed in the charter of the
United Nations."
"No Comment" Says Gromyko
Ambassador Andrei A. Gromyko,
Soviet representative to the UN,
said he had "no comment" to
offer on the report regarding the
Palestine question and Transjor-
dan.
British sources in the United
Nations say that Egypt's and
Iraq's notes do not add anything
to the British decision to discuss
the palestine issue with both
Arabs and Jews 'before _agreeing
to any final settlement of the
problem. At the same time, they
indicated that the problem was
too complicated to reach a final
agreement with the Arab States
in time for submission to the
forthcoming session of the Gen-
eral Assembly of the United Na-
tions.
Attempts to Confuse
Dean Alfange, chairman of the
American Christian Palestine
Committee of Greater New York,
attacked the latest British 'White
Paper "as another device to con-
fuse public opinion and to ab-
solve Britain which has brought
about the present tragic situation
in Palestine."
"It is British policy which has
produced the acts of desperation
in Palestine," Mr. Alfange charg-
ed.
Pointing out that violence al-
ways has been abhorrent to the
Jewish people, he declared that
Great Britain had driven the
Jews of Palestine "to the breaking
point." He cited the American
struggle for independence in 1776
and the more recent Irish rebel-
lion of the twenties as analagous
with the present struggle for
freedom by the Je\-Vs in Palestine.

Resignation of Agency
Executives Demanded
TEL AVIV, (Palcor)—The res-
ignation of the executives of the
Jewish Agency and Vaad Leumi
(Jewish national council) , even
though they were not responsible
for the King David Hotel out-
rage, was demanded by the He-
brew daily Haaretz, which called
for election of a new leadership
to "take up an energetic war
against all terrorist groups." The
Jerusalem disaster, Haar e t z
claims, "has drastically changed
the position of Zionism in Jewish
Palestine and the new circum-
stances demand radical action."
Review of Situation
Highlights of the Palestine sit-
uation are:
President Truman . 'deplored
"acts of terrorism" and warned
that repetition "might well retard
efforts" for peaceful solution of
the Palestine problem.
Haganah, official Jewish resist-
ance movement, declared "we
never engage in such dastardly
acts" as the bombing of the King
David Hotel, and Haganah's radio
transmitter, "Voice of Israel,"
called the bombing "murder."
The bombing was condemned
by Dr. Chaim Weizmann, former
Governor Herbert H. Lehman of
New York, American Jewish Com-
mittee, American Zionist Emer-
gency Council. The Jewish
Agency was the first official
Jewish body to condemn the out-
rage. Palestine's Jewish com-
munity was unanimous in repud-
iating the guilty. The Board of
Deputies of British Jews
condemned Palestine's "gang of
terrorists."
Congressman Celler, Ben Hecht
and Dr. N. Altman, the latter
making his statement in Jerusa:.
lem as head of the Revisionists,
blamed British policies for the
occurrences.
Many newspapers- rebuked the

blame upon the entire Palestine

Views Activity of Jews

WASHISGTON (JTA)—The re-
maining 15,000 Jews of Yugoslavia
are rebuilding their lives, Sava N.
Kosanovic, new Yugoslav Ambas-
sador, said at his first press con-
ference since presenting his cre-
dentials to President Truman last
week. He said Yugoslavia always
had been free of anti-Semitism,
and that there were no signs of it
under the government of Marshal
Tito. There were 80,000 Jews in
Yugoslavia before the Nazi inva-
sion.

York Post, however, emphasizing
that it always deplored terrorism,
editorially stated that "the real
criminal that blew up the King
David Hotel is a policy that left
the Jews of Palestine with no
hope and no faith in the ordin-
ary, normal ways of gaining jus-
tice."
U. S. Reps. Emily Taft Douglas
of Illinois, Chase G. Woodhouse
of Connecticut and Helen Gaha-
gan Douglas of California con-
ferred with President Truman,
suggested the admission of 100,-
000 refugees to the U. S. on the
basis of unused quotas and reiter-
ated their hope for the admis-
sion of 100,000 Jews to Palestine.
A Arab delegation arrived in
Rome to seek support of Pope
Pius XIII in their behalf on the
Palestine issue.

4 Detroiters Named
To Sponsor Group of
Jewish War Museum

NEW YORK—The museum of -
American Jewry's participation in
the wars of the United States from
the Revolutionary struggle on, to
be established in" Washington, D.
C., by the National Jewish Welfare
Board, will have as chairman of its
sponsoring committee Edmund I.
Kaufmann of Washington, former
president of the Zionist Organiza-
tion of America and at present
chairman of the United Jewish Ap-
peal's Initial Gifts Division, Frank
L. Weil, president, has announced.
Detroit members of the sponsor-
ing committee include Fred M.
Butzel, Julian H. Krolik, Nate
Shapero and Philip Slomovitz.
The museum will be established
at 1637 Massachusetts Ave. N. W.
Mr. Kaufmann, a founder of the
Chaim Weizmann Institute of
Palestine; pointed out that the
museum will reflect the "glorious
contribution made by American
Jews on all battlefronts where the
armed forces of the United States
have fought."
It is planned to organize an ad-
visory committee of Jewish his-
torians and other highly qualified
persons to formulate policy regard-
ing the material to be presented.
