BERLIN, (JTA)—A new Military Government directive grants
permission for 1,400 displaced Jews to be moved from Berlin into
the interior of the American zone in order to relieve overcrowding
here, which grows worse daily with the arrival of refugees from
Eastern EUrope.
Fifty persons will be transported daily by truck until the 1,400
quota is exhausted, with priority being given to persons who can
prove that they have relatives somewhere in the U. S. zone. Officials
who are arranging the transfer say that probably all of those to be
moved will fall into that category.
Although gratified by the directives, relief workers here say that
it will ameliorate the problem of overcrowding, but will not solve it.
The Duppel Camp here, for instance, has 4,000 residents, although it
is supposed to accommodate only 1,200.
Identity Certificates Will Replace Passports
The U. S. Army has authorized the issuance of identity cer-
tificates in lieu of passports to facilitate travel from the. American
zone to other countries.
The new identification system has been adopted by other nations
and is expected to facilitate emigration from the U. S. zone of
Germany to other countries.
Rabbi Philip S. Bernstein, advisor on Jewish Affairs to Gen.
Joseph T. McNarney, left for Vienna to discuss various Jewish prob-
lems in Austria with Gen. Mark Clark, American commander.
A recent Presidential directive orders U. S. immigration quotas
to be distributed among all countries so that German refugees now
residing in England or other countries can also emigrate to the
'United States.

Survey Reveals Hungarian Jewish Children Poorly Fed
BUDAPEST, (JTA)—The 11,000 Jewish children in Budapest
are generally underfed, underclothed and inadequately housed, ac-
cording to - a survey by the World Jewish Congress.
Nearly 60 per cent of the children do not receive three hot meals
a day, according to the survey, and '75 per cent do not eat meat or
fresh fruit even once a week, while only 11 per cent have milk and
sugar regularly. The Jewish community is supplying nearly 1,000
children with communal meals and has an additional 1,250 requests
which it has not been able to fill.

Palcor News Agency of Palestine has received through
underground sources a declaration of the principles of war
of the Jewish Resistance Movement in Palestine in its "war
of defense" against "British offensives." The announcement

visit the Union of South Africa in
late September, where he will re-
port on the condition of Europe's
Jews and on JDC assistance ef-
forts in their behalf.

"Jews, _Too, Will Take Prisoners of War"
I. Basing: its regulations on the Geneva Convention, the
Underground requests. that Jews arrested by the 'British for the
illegal possession of arms or for any other participation in Jewish
resistance, be accorded : recognition as prisoners of war, and an-
nounces—for the first time—that Jews too will take prisoners of
war. (The six British officers kidnaped in Palestine last June were
held, by Irgun Zvai Leumi, not • connected with Haganah which is
the central Jewish Resistance Movement).
2. The Jews demand the outlawing of death sentences against
the Jews arrested and judged according to the emergency regula-
tions of the Palestine government, for the Jewish Resistance Move
ment regards its members as •prisoners of war, and as such they
are not subject to death sentences; the Resistance Movement in
turn pledges that it will not execute British prisoners of war.
(Haganah has been traditionally. opposed to political assassination;
Lord Moyne was assassinated by the small Stern Group).
3. Interestingly Eschnab doesn't critize the Bditish for con-
fiscating arms in Jewish colonies, acknowledging that confiscating
of 'arms from a foe in warfare is a legitimate act, but attacks the
looting laid to British soldiers during the raids.
Underground Charges British Ruse to Incite Arabs
The charge that British soldiers armed with tommy guns and
wearing plain khaki blouses and shorts. with no insignia, have been
intentionally annoying Arabs in the Nablus district of Palestine and
exchanging Hebrew words among themselves in order to make the
Arabs think they were being annoyed by members of the Jewish.
Underground, is made by the Hebrew underground weekly Eschnab,
received in the New York office of Palcor News Agency.
Eschnab reports that the Arabic newspaper Falastin of Jaffa
published these same facts June 28, and was suspended for two weeks,
although it was never suspended for publishing material considered
inflamatory against Jews.

Plague Hits Yemen,
Cable Asks Aid for
Sick and Starving

JERUSALEM JTA)—An urgent
appeal to send immediate Medical
and financial aid to the Jews of
Yemen who are suffering from
starvation and r rapidly spreading
plague, is made in -a cable re-
ceived from Aden. • The cable adds
that victims of the plague gener-
ally die within 24 hours after
being stricken.

Arab Villagers Hail
Kfar Kisch Colony

JERUSALEM, (JPS-Palcor)—A
delegation of Arab elders from
the village of Mader joined Jew-
ish settlers and representatives of
Jewish institutions July 18 in the
inaugeration of Kfar Kisch, the
first new settlement since British
military raids on Jewish settle-
ments June. 29.
Speaking for the Arabs of his
village Mukhtar Ibrahim Altayb,
of Mader, declared that only in-
triguers sought to sow discord be-
tween Jews and Arabs and added:
"I've searched our history and
failed to find any cause for en-
mity between the sons of Ishmael
and Isaac whose common father
was Abraham."
Kfar Kisch was named for the
late Brig. Frederick Hermann
Kisch, one time head of the Jewish
Agency's Political Department
and Chief Engineer of Field Mar-
shal Montgomery's Eighth Army.
He was killed in action near
Sousse during the Tunisian cam-
paign in 1943. The new settlers
are ex-servisemen who served un-
der Brig. Kisch in the 738th Royal
Engineers.

Meeting of Vienna Jews
Denounces Anti-Semitism

VIENNA (JTA) — Fifteen hun-
dred Vienna Jews who gathered in
the Concert House here to hear
two representatives of the World
Jewish Congress who recently ar-
rived from New York, shouted a
thunderous "Yes" when Prof.
Siegfried Altmann asked if anti-
Semitism still exists in Austria.
They replied similarly when Dr.
Altmann, who is accompanied by
Ernst Stiassny, asked if they wish
to emigrate. Dr. Altmann said
that he and Mr. Stiassny had come

assistance should be given to
.strengthen the Jewish community
here or whether it would be more
advisable to arrange for the emi-
gration of all Austrian Jews.
