BALTIMORE, (JTA)—A demand for the United Nations Se-
curity Council take such action as may be required so that the
peace of Palestine can be safeguarded while Jewish refugees from
Europe are being admitted, was voiced here by former Uirrder-
Secretary of State Sumner Welles, addressing a dinner of the
Maryland Christian Palestine Committee.
"It, of course, will be said that the Security Council has as yet
no armed force at its disposal," Welles declared. "It also will be
said that the British Government continues to be the sole recog-
nized authority in Palestine, unless and until it enters into an
agreement with the Trusteeship Council of the United Nations by
which it relinquishes that authority in whole or in part. But these
objections constitute obstacles only if the interested powers are
determined to have recourse to technicalities in order further to de,-
lay measures which in our judgment are so urgently necessary.
"I can well understand the reluctance of our Congress to agree
that American military forces be utilized merely to assist the,British
Government as Prime Minister Attlee has suggested. But I cannot
believe that that reluctance would 'persist if our government were
called upon by the Security Council to assist in the endeavor which
is obligatory if world peace is to be maintained."
Cites U. S. Inescapable Moral Obligation
Emphasizing that the people 'of the U. S. "have an inescapable
moral obligation" to contribute to the solution of the Palestine prob-
lem, Wells said that a kind of solution must be found which will
provide that those Jews throughout the world who wish to make
Palestine their permanent home shall be afforded the opportunity
of doing so freely.

"This government," he continued, "must also press for,
tablishment of a free and democratic Commonwealth of Pa lestine.
"If the UN assumes its just responsibility, establishes a Trus-
teeship over Palestine, and permits the immigration into that coun-
try of those who desire to settle there, Palestine in all probability
will in the future possess a majority of citizens of the Jewish faith.
I believe that that is its rightful destiny. In that event, I have no
fear that the Holy Places which are sacred to Christians, to Jews,
and to Moslems alike will not always be open to all believers."
Touching upon the recommendations of the Anglo-American
inquiry committee, Welles said: "To all those who, like myself,
believe that Palestine must become not only the promised National
Jewish Homeland, but also an independent commonwealth into
which the entrance of the Jewish people who wish to make that
Holy Land their permanent home must never be restricted, save
insofar as economic limitations may require, the report of the com-
mittee represents inevitably a matter for deep disappointment and
for even deeper concern.
Criticizes Palestine Policy of British Government
"While it is true that the committee includes in its report
certain recommendations which are _desirable and encouraging,
notably those which have to do with the problem of land tenure,
can anyone maintain that, insofar as the basic questions are in-
volved, we are not back precisely where we were eight months
ago?" he asserted.
Mr. Welles was critical of British policy in Palestine: Declaring
that successive British Governments have dealt badly with the
problem of Palestine during the past 30 years; he especially at-
tacked the. White Paper stating that "there has been no sorrier
manifestation in recent British history" than this document.
The former Under-Secretary also criticized the unilateral Brit-
ish proclamation of Transjordan as an independent country.

Says Army Should Plan Transfer of 100,000 to Palestine
SAN FRANCISCO, May 16 (JTA)—President Truman should
' immediately issue a directive to American military authorities in
Germany directing them to prepare plans for the' transfer of 100,000
displaced Jews from Germany, Austria and Italy to Palestine,
Bartley Crum, a member of the Anglo-American Committee 2f
Inquiry on Palestine, told a meeting here under the auspices of tffe
Associated Jewish Organizations here -May 16.
Although the committee's recommendations did not call for
establishment of a Jewish state, they make possible the ultimate
establishment of "a democratic commonwealth, the majority, of
which are Jews,',', Crum said. He appealed to American Jews not
to press for a Jetvish Commonwealth now, but to unite in demand-
ing the immediate transfer of the 100,000 Jews.
"I urge you to unite to make that the present consideration,"
he continued, "I urge you not to pass resolutions now for the im-
mediate creation of a commonwealth in Palestine. Such a common-.
wealth now would mean an Arab state, because today there are
1,200,000 Palestinian Arabs as against 600,000 /Palestinian Jews.
Leave the political structure for some time in the future.
Arab Appeal to Russia Called a Bluff
Discussing recent Arab threats to appeal to the Soviet Union
for aid, Crum said: "I say without any hesitation that it is a colossal
bluff designed to intimidate a timid British Foreign Office. That
it is a bluff was testified to us in camera by the commanding
general of the British general staff in the Middle East and by
the commanding general in Palestine.
"No single Arab country or possible combination of Arab
countries could effectively fight the forces which the Jews of
Palestine alone can raise, arm, and put into the field. The Jews of
Palestine have had 20 years to raise a secret army of some 60,000
men. They are well trained. At least 40,000 have, in addition to
their ground training, served in the armed forces of his Britannic
Majesty. They know how to use weapons, having been trained by
the British when Rommel was knocking at the gates of Cairo.
"In fact, we were told by the commanding general of the .Brit-
ish forces in Palestine that if every British soldier were withdrawn
tomorrow, the Haganah or secret army of Palestine Jewry would
take over all of Palestine and hold it against the entire Arab world
—without the slightest difficulty,". Crum added.
"III addition, there are over 100,000 British troops in Palestine,
veterans of the war against Hitler, and more troops are coming
every day from Egypt.
Wanted to Remove Cause for Bearing Arms
Crum reiterated that the committee had considered and re-
jected the condition that the Haganah surrender its arms in return
for the immigration of 100,000 Jews from Europe. "What our com-
mittee decided," he said, "was not to deprive the Haganah of its
arms, but to remove the cause for bearing arms."
• The San Francisco attorney said that both the Jewish Agency
and the Palestine Government had assured the committee that
100,000 Jews could be absorbed in Palestine without too much
difficulty. In this-connection he praised the achievements of the
Jews in reviving the land and stressed that the committee's recom-
mendation for development of the Jordan Valley Authority was
practical.

McDonald Calls for Prompt Admission of 100,000 DPs
NEW YORK, (JTA)—Immigration of 100,000 European Jewish
refugees to Palestine must be effected promptly "if grave develop-
ments in occupied Europe and inPalestine are to be forestalled,"
it was stated here by James G. McDonald, one of the American
members of the inquiry committee, addressing a meeting of the
New York Chapter of the American Jewish Committee on May 15.

Immigration Aid
Merger Planned

NEW YORK . (JTA) — Plans
for consolidation of the National
Refugee Service and the service
to foreign born department of the
National Council of Jewish Wom-
en have been announced. The
consolidation is designed to
strengthen the services which
have been provided by NRS and
NCJW in aiding the immigration,
economic and social adjustment
and Americanization of the new-
comers.
The consolidation has received
approval of the National Council
of Jewish Women through a ref-
erendum of tis 200 local sections. ,
It has been approved by the ex-
ecutive committee of the National
Refugee Service, and will be sub-
mitted to the board of directors
of that agency at *a meeting in
New York on June 9.
An immediate major task of the
revamped agency will be to fur-
nish complete assistance to immi-
grants coming to thit country un-
der President Truman's directive.
