Charges British Proposed
Jewish Agency Dissolution

Ben Gurion Tells Palestine Labor Party of Proposal to Anglo-
. American Inquiry Committee Recommending Closing
of Agency; Arabs Hit Truman's Immigration Plan

JERUSALEM, (JTA)—Dissolution of the Jewish Agency
was recommended to the Anglo-American inquiry commit- .
tee by the Palestine government, David Ben Gurion, chair-
man of the Agency executive, asserted.
Ben Gurion, who spoke before a conference in Haifa of
the Palestine Labor Party, said that the government's mem-
orandum to the committee includ-q.

ed a proposal for continuance of
the White Paper and abolish-
ment of Hebrew and Arabic as
official languages.
The Arab press published what
it. said is the full text of Ibn
Saud's memorandum to the in-
quiry committee, which was sub-
mitted to a subcommittee which
visited the Arab king last month.
In it, Ibn Saud warns Britain
and America that they will face
the vengeance of the Arab and
Moslem worlds, unless they curb
the Jews in Palestine.
Assails Truman Proposal
The papers state that Ibn Saud
declared it was "strange" that
President Truman proposed the
immigration of 100,000 Jews to
Palestine "while refusing to per-
mit Jews to enter his country."
The King declared that President
Roosevelt told him "he was con-
vinced that Palestine ; was not
the place for . the .Jews," the re-
port added.
A patrol of the Transjordan
Frontier Force (Arab Legion)
has apprehended 40 Jewish refu-
gees attempting to cross into Pal-
estine from Syria, it was reported
here.
TJFF a Slot on Our Land'
The Hagana secret
radio,
"Voice of Israel," recently called
for the ouster from Palestine of
f the TJFF, terming the Aram
force "this unseemingly blot on
our fair land, this source of un-
rest." The broadcast charged
that the government, knowing
that the Palestine Arabs will not
rise against the Jews, trained and
equipped the Arab Legion "to
be ready for the day when the
command is given." •
In the last few months troops
of the TJFF have created dis-
turbances by shooting peaceful
Jewish farmers, assaulting Jew-
ish women, and inciting Arab
villagers against Jews, the broad-
cast added. .
British Capture 30 Jews
Thirty armed Jews, including
one woman, who are believed to
have participated in the April 2
attack on the Palestine railway
network, during which the lines
between Jerusalem and Cairo
and Haifa and Beirut were cut,
were captured by British troops.
They were spotted by an RAF
reconnaissance plane in the vicin-
ity of Ashdod, which was the
scene .of one of the attacks. In
an exchange of gunfire with the
.troops, prior to their capture,
two of the group were seriously
wounded and 12 others suffered
slight injuries. A quantity of
arms was in their possession.
It was announced that the body
of an unidentified Jew was found
buried near the railroad track
about a mile from the Arab vil-
lage of Shukriery. The body
had several recent bullet wounds.

Agency Charges Report
Prejudiced Against Jews
JERUSALEM, (Palcor) — The
Jewish Agency issued a point-by-
point reply to Chapter 11; of the
Palestine Government's survey,
presented to the Anglo-American
Inquiry Committee at its Jeru-
salem hearings, which contains

events in Palestine to the detri-
ment of the Jewish cause. .

The survey, titled "A Historical
Summary of Political Events in
Palestine from October, 1917 to
January, 1946," was withheld un-
til March 20, thus leaving no
time for its analysis and dis-
cussion while the Committee was
in session.

The Jewish Agency states that
the survey misrepresents the
manner in which Haj Amin of
Husseini became Grand Mufti
of Jerusalem; that it treats the
1929 Wailing Wall incident as
the real cause of the Arab dis-
turbances that followed, while
actually it was only a pretext for
them; and that there is a tend-
ency also to blame Jews for at-
tacks against themselves.

Arguments Recorded
In dealing with the controversy
surrounding the 1930 (Lord Pass-
field's) White Paper, the anti-
Zionist arguments are recorded,
but no mention is made of its
denunciation by the only two
then surviving members of the
World War cabinet, Lloyd George
and Gen. Smuts, nor the attack
upon it on legal grounds, nor
the fact that criticism from all
quarters of Commons was so
strong that the government was
forced to set up a special Cabinet,
the Jewish Agency points out.
The subsequent letter from
Prime Minister MacDonald to
Dr. Weizmann, in 1931, is referred
to in the survey, in quotation

marks, as the Black Letter, with
the excuse that this was the Arab
term for it.
Referring to the Arab disorders
of 1936, the survey's account is
completely wrong, the Jewish
Agency declares. The remark-
able self-restraint of the Jewish
community is acknowledged very
meagerly, while acts of reprisal,
which later were condemned pub-
licly by Jewish national institu-
tions, are wrongly described as
a "change in attitude of all sec-
tions of the community."
Omitted From Survey
The statement by the perman-
ent Mandate's Commission on the
1939 White Paper is quoted, but
one significant portion is omit-
ted from the summary, the
Agency says, namely, that the
Commission held unanimously
that "the policy set out by the
White Paper wasn't in accord-
ance with the interpretation,
which, in agreement with the
Mandatory Power, the Commis-
sion always placed upon the Pal-
estine Mandate."
The summary states also that
at the London conference, in
February, 1939, the Arab and
Jewish delegates refused to sit
together. This is untrue, the
Agency points out, since refusal
came only from the Palestine
Arabs.
The bids of the summary is
most marked in the chapters
dealing with World War II. Jew-
ish contributions to the armed
forces are minimized. No com-
parative figures for Arab re-
cruiting are given, and the fact
was concealed that the formation
of the Buffs (Jewish battalion in
the British Army), and later the
Palestine Regiment, was a result
of insistance by the Jewish
Agency.

The Lord's Presence

' By SARAH PHILKA

Footsteps in the fields of green,
The slow—the steady steps
That sink into the earth,
Without a sound.
The silent footsteps of the Lord
Who pauses in. the fields of green,
Near hollow tombs, where gallant men
Sleep unaware—
In death's ethereal crypt.
The Lord awaits the fruitful hour,
And then invades the hollow tombs,
And gathers unto him,
The scattered seeds,
Once sown by men who sleep.
The seeds that blossom into dreams;
Dreams to be transplanted
In the hearts of other men—
And those yet to be born.
Footsteps—silent footsteps
Of the Lord who lingers
For the fruitful hour,
Then bows and disappears.

The statement is made that in
April, 1941, as a result of German
gains in the Balkans and in east-

Arab recruiting started to
dwindle. This is untrue, the
Agency says. Figures show that
Arab recruiting fell, but Jewish

recruiting rose, as the danger to
Palestine increased. This re-
curred during the days of El
Alamein.
The survey makes no mention
of information of the Jewish
Brigade nor its entry into the
front line in Italy, in February,
1945, which aroused great en-
thusiasm among the Jews of
Palestine. Neither is there men-
tion of the 1,800 Palestinian Jews
who volunteered for the RAF,
the 1,000 in the Royal Navy, or
the 4,000 Jewish women of Pales-
tine in ATS and WAAF units.
The summary omits the role
played by Palestinian units in
the campaigns in France, East
and North Africa, Greece and
Italy, and the special assistance
rendered by Jewish volunteers
to . British and French troops
during the Syrian campaign of
1941, as well as the participation
of Palestinian Jews in perilous
commando and airborne opera-
tions behind enemy lines in
Africa and Europe.
The only mention of relations
between Palestinian Jews and
Allied troops concerns a .fray in
Tel Aviv involving American
soldiers. The extensive hospital-
ity shown by Jewish Palestine to
Allied troops. concerns an affray
homes, and soldiers' clubs is
ignored completely.
