as the available staff permits.
The JSSB will investigate the
following factors, on which re-
port is required by the court in
all adoption cases:
1. The physical and mental
health, emotional stability and
personal integrity of the adopt-
ing parents and their ability to
promote the child's welfare.

Physical Condition

2. The physical and mental
condition of the child and his
family background.
3. The reasons for the child's
placement away from his parents
and their attitude toward the
proposed adoption.
4. The suitability of the adop-
tion in the light of the respective
racial, religious and cultural
backgrounds of the adopting par-
ents and the child, as well as the
child's own attitude toward the
adoption, where older children
are involved.
Where a family selects a child
independently of an agency, the
Jewish Social Service Bureau
will offer its professional serv-
ices, in making the above inves-
tigation, and if the findings are
favorable, the child will be placed
in that particular home.

the board's approval of the com-
mittee report, stated: "Our re-

$3,000,000 Tel Aviv Housing
Plan for Ex-Servicemen

TEL-AVIV (ZOA)—The mu-
nicipality of Tel Aviv has ap-
proved a project to build 1,000
rooms for ex-servicemen and new
immigrants at a cost of $3,000,000.
Of this $800,000 will be obtained
from the government as a loan
while the balance is to be raised
through bank mortgages through
the Jewish Agency and other
sources.
