Among Jewish Children

Problems of -assimilation, the
conflicts •among various nation-
ality groups in America, the dif-
ficulties that arise as a result of
shifting populations are among
the interesting 'issues . covered in
the significant study, "The Soc-
ial Systems of American Ethnic
Groups," by W. Lloyd Warner
and Leo Srole, published as part
of the "Yankee City Series" by
Yale University Press.
The authors show how age-
old traditions have declined in
observance among Jews. The
study is made • in comparison
with other 'groups—the Irish,
Poles, Italians, Russians, Greeks.
Most Jews, according to the
authors, have drifted into the
upper-middle class, and few:are
to be found either in the "upper-
upper class" or the "lower-uP-
per" claSs.
63 Pct. Own Property
It is pointed out that an aver-
age of 63 per cent of the Jewish
families in the area covered as
an average own their own homes
or some sort of real estate.
Pointing out that there is prac-
tically no delinquency among
Jewish children,- this volume
shows that Jewish: parents are
very ambitious for their chil-
dren, that children retain rever-
ence for parents but there is a
decline of respect for Yiddish-
speaking, that Yiddish is disap-
pearing among American - born
Jewish families, that religiousob-
servance has declined. and that
while parents consider- "the He-

brew school as the heart of Jew-
ish national life" the children'
have become indifferent to the
Hebrew school. •
Reactions of Children
In the chapter on "Language
and the School" there is an in-
teresting revaluation of the de-
cline of the use of Yiddish, the
extent of the importance at-
tached to the study, of Hebrew,
the conflicts that arise in Amer-
icanized families, the reactions
of the children, etc.
Summarizing, the authors
point out - that "the Jewish par-
ental generations and the filial
generation show a greater devel-
opment in their linguistic behav-
iors" than do the Corresponding
generations in the other ethnic
groups studied by them. "The
Jews," they state, "are trilingual
and can keep Herew from fatal
competition with English. They
do not exhibit the conflict which
accompanied the linguistic orien-
tations of the other ethnic
groups."
Jewish Clubhouse
A three-and-a-half page sec-
tion is devoted to an evaluation
of the Hebrew school. The
Jewish clubhouse and the syna-
gogue are viewed as centers, and
there is an evaluation of formal
recreational associations.
"The Social Systerns. of Ameri-
can Ethnic Groups" is a most in-
teresting and valuable study. It
should serve as subject of wide
discussion of the Jewish position
in America.

troit Federation for Polish Jews.

Axis Rule Exposed in Noted
Document of Prof. Lemkin

A new term has entered in
the discussion of Nazi terrorism.
It is "Genocide" and it refers
to the destruction of a nation or
of 'an ethnic group.
The origin of this term can be
traced to the very important
book, "Axis Rule in Occupied
Europe: Laws of Occupation;
Analysis of Government,. Pro-
posals for - Redress," by Raphael
Lemkin of Duke University, is-
sued by the Carnegie Endow-
ment for International Peace, 700
Jackson Place, N. W., Washing-
tOn, D. C., and published in this
country by Columbia University
Press.

Dr. Lemkin, a noted Polish
authority and attorney, coined
this new word to denote an old
practice in modern development.
It stems from the ancient Greek
word genos meaning race or
tribe and the Latin Bide meaning
killing. It corresponds in its
formation to such words as ty-
rannicide, homocide, infanticide,
etc.
The author cites the following
illustration:
"The confiscation of property
of nationals of an occupied area
on the ground that they have
left the country may be con-
sidered simply as a deprivation
of their individual rights. How-
ever; if the confiscations are
ordered against individuals sole-
ly because they are Poles, Jews
or Czechs, then the same con-
fiscations tend in effect to weak-
en the national entities of which
those two persons are members.
"Genocide has two phases:
One, destruction of the national
pattern of the oppressed group;
the other, the imposition of the
national pattern of the oppressor.
This imposition; in turn, may be
made upon the oppressed pop-
ulation which is alloWed to re-
main, or upon the territory
alone, after removal of the pop-
ulation and the colonization of
the area by the oppressor's own
nationals."
Dr. Lemkin points out that
another term which may be used
to describe nation-killing is
"ethnocide," consisting of the
Greek word "ethnOs"—nation-
and the Latin"cide."

Dr. Lemkin's "Axis Rule in
Occupied Europe" is one of the
Wost significant volumes pre-

pared as a collection of data
exposing Nazi brutality.

This volume will undoubtedly
be Exhibit One at the trials of
the Nazi butchers. -
As an expose of brutality, it
cites Axis laws and decrees as
well as those of - their puppet
governments. It indicates how
these laws fell below all humane
standards.

Suggesting modes • of redress, -
the author of this book renders
a service by acting as an advo-
cate of genuine justice in the
disposition of the Nazi case by
the democratic powers.
The volume's 674 pages deal
with every country affected by
Nazi rule. They cover . all the
laws that were enforced by the
Nazis, deal with all Problems
which were created by the op-
pressions and make a clear case
against the oppressors.
The Jewish case is lucidly
stated, and every issue is cov-
ered, including the horrible per-
iod of concentration camps and
furnaces that were used for the
burning of human beings.
Every person of importance in
the civilized world should be
presented with a copy of this
volume—in,order fully to expose
the- Nazi terrors and for the sake
of preventing their recurrence.

$1,375,000 Budget for
1946 Adopted by J.W.B.

NEW YORK (JTA)—The exec-
utive committee of the National
Jewish Welfare Board adopted a
$1,375,195 budget for 1946 which
is $445,145 less than its 1945
bUdget.
The, committee also decided to
institute an independent survey
to guide its peacetime program
- of service to community centers
"and to the American Jewish-
community". The survey, which
'will take about a year to com-
plete, will be Made under the
direction of Dr. Oscar Janowsky,
professor of History and Internar
tional Relations at the City Col-
lege of New York.

During the fiscal year ending
June 1945, American- Red. Cross
Disaster Service provided assist-
ance to victims of 259 catastro-
phes in 41 states.
