THE JEWIS'H "NE-WS
Tripolitania Jews
Remain Fearful
Betrothed
TRIPOLI, (JTA) — Although
British military authorities feel
that they have the situation in
Tripolitania under control, and
that order has been completely
restored following the anti-Jew-
ish riots early in November in
which more than 100 Jews were
killed, their confidence is shar-
ed neither by the Jewish pop-
ulation nor by other national
minorities here, a special corres-
pondent found upon arriving
here.
The slowness with which the
British military authorities are
conducting the trials of more
than 700 Arabs arrested for mur-
der and looting of Jews is criti-
cized by the non-Arab popula-
tion and tends to reinforce the
widespread feeling that minor-
ities are not adequately protect-
ed. At the same time, it fosters
arrogance among the Arabs.
All indications point to the fact
that it will take a long time be-
fore the mutual confidence
which existed between the Jews
and the Arabs in Tripolitania for
generations will be restored.

NEW YORK, (JTA)—Commis-
sions will be sent to Europe and
Palestine by the rabbinical fac-
ulty and alumni of the Jewish
Theological Seminary, it was re-
vealed in a statement issued by
the faculty, proposing a broad
program for the expansion of
Jewish religious life in • Europe
and the establishment of closer
cooperation bet ween Jewish
scholars of America and the
Holy Land.
"We regard the survival and
development of Judaism as vital
and indispensable for the pre-
servation and progress of world
civilization," the statement says.
It also emphasizes that it is the
sacred religious duty of every
Jew to support free Jewish im-
migration into Palestine and the
establishment of a Jewish home-
land there.
The statement urges the estab-
lishment throughout the U. S. of
preparatory schools to give
young men and women the op-
portunity to prepare themselves
for the advanced Jewish studies
offered by the Jewish Theologi-
cal Seminary.

UPA Agencies Plan
Program Based on
51 Million Budget
Warburg Returns to. JDC Leadership
NEW YORK—The agencies de-
riving their American support
thrbugh the United Palestine Ap-
peal are carrying on their ac-
tivities in Palestine on the basis
of a budget of $51,759,405 for the
fiscal year starting Oct.
. 1, it
was announced here by Dr.
James G. Heller, national UPA
chairman.
This unprecedented budget 'is
based on minimum requirements
and covers only the most urgent
needs, Dr. Heller said, pointing
out that huge amounts are re-
quired to facilitate the immigra-
tion and resettlement in the
Jewish homeland of masses of
European Jews who look to Pal-
estine as their only hope for the
future.
The Jewish National Fund,
which shares with the Keren
Hayesod in the proceeds of the
UPA, needs $25,434,405 to carry
out its program of land acquisi-
tion for new agricultural settle-
ments and for housing for re-
turning soldiers and newcomers.
The waiting list for agricultural
settlement comprises 20 organ-
ized soldier groups, and 30
groups of trained agricultural
workers who have waited four
to seven years for settlement.
