A symposium conducted by the
National Jewish Monthly of Bnai
Brith on "The 'How' of Jewish
Education" has brought com-
ments from Jewish leaders
throughout the land.
The National Jewish Monthly's
symposium is based on proposals
made in articles by the late Ben
Rosen published before his death.
The magazine's editor points out
in an editorial note that Mr. Ros-
en's proposals were:
"1. That each of the major na-
tional agencies engaged either di-
rectly or indirectly in promoting
or maintaining programs of Jew-
ish education be encouraged to
launch independent campaigns to
meet ADEQUATELY their
budgetary needs.
"2. That a UNITED campaign
be conducted, in behalf of those
agencies agreeing to cooperate,
similar in principle to the UJA.
Need Consultative Council
"3. That there is need for a
national Jewish education con-,
sultative council, made up of lay
and professional representatives
of national agencies and com-
munities.
"4. That on the LOCAL
LEVEL, a campaign be institut-
ed, for educational purposes,
SUPPLEMENTING the present
allocations from community cen-
tral fund-raising agencies.
"5. That in each community
of sufficient size, a central edu-
cational agency be set up, to

function as the representative of
the organized Jewish community
for the support and promotion of
Jewish education. This agency
would unite all elements in the
community in certain specified
joint work on which they would
agree."
Sudran's Comment

Comments for Detroit were
made by A. L. Sudran, assistant
director of the Jewish Welfare
Federation, who points out that
the same proposals were made
by experts here after the recent
self-study on education. Mr. Su-
dran's comment, published in the
current issue of the National Jew-
ish Monthly, states:
"This represents the concensus
of the thinking of several of our
community leaders on the sub-
ject of Ben Rosen's proposals
Nos. 4 and 5.
"Those proposals are in close
accord with recommendations
presented to the Detroit Jewish
Welfare Federation by the local
Citizens Committee which car-
ried out our recent Self-Study of
Jewish Educational, Recreational,
and Cultural Activities.
"Our Citizens Committee util-
ized the professional services of
Israel B. Rappoport and Eli Pich-
eny as director and co-director,
respectively, of the study. In its
earlier deliberations, it had the
benefit of Mr. Rosen's counsel
through his participation in our
National Technical Advisory
Committee. In the later stages of
the study, Dr. Israel Chipkin par-
ticipated actively.
Require Increased Costs
"The Detroit recommendations
on local finance, while not calling
for a supplementary campaign,
would require substantially in-
creased expenditures by Federa-
tion for Jewish education; thus
far it has been possible to make
available a portion of the in-
crease called for. Our recommen-
dations for a central educational
agency resemble fundamentally -
those in Mr. Rosen's program;
careful study is being accorded
them, with particular attention to
the question whether a central
educational. agency can be ex-
pected to succeed in establishing
really significant areas of com-
mon action among schools of
varying ideologies."
