UPA Retraining Returning Soldiers Hoover Proposes
Palestine Arabs'
Transfer to Iraq

al*

Among the major problems confronting Jewish Palestine
today is the reintegration of demobilized servicemen and women:
The Jewish Agency for Palestine, which derives its American
support through the United Palestine Appeal, is collaborating
with the War Needs and Rescue Fund in providing vocational
retraining for ex-soldiers, helping them find employment in
commerce and industry, and aiding in the establishment of
agricultural settlements for those who wish to return to the
land. Depicted above are (left) a former soldier at work in a
textile factory of the Hahayal Co., established with UPA finan-
cial aid to offer employment to demobilized servicemen; (right)

NEW YORK (JPS)—Former
President Herbert Hoover pro-
posed here that the Palestine
problem be settled by trans-
ferring that country's Arabs to
Iraq where, according to a sur-
vey made by a British engineer,
Sir William Wilcocks, three de-
cades ago, "about 2,800,000 acres
of the most fertile land in the
world could be recovered at a
come of under $150,000,000."
Some progress in this direction
has been made by the Iraq Gov-
ernment, Mr. Hoover stated, "but
their lack of financial resources
and 'the delays of the war have
retarded the work greatly."
Mr. Hoover's proposal came in
reply to a query by the World-
Telegram, a Scripps - Howard
newspaper, as to whether he had
any practical sugestion for the
solution of the Palestine prob-
lem. He said that the area now
Iraq, and supporting no more
than 3,500,000, at one time sup-
ported a population of "probably
ten million people." With its
irrigation, destroyed by the Mon-
gol invasion, restored, it could
have "room for many more
Arabs . . . than the total of
Arabs in Palestine," the former
President said.
He recalled that the transfer
of the Arabs was proposed by the
British Labor Party in De-
cember 1944, "but no adequate
plan was offered," and asserted
that his • own proposal while of-
fering "a challenge both to the
statesmanship of the Great .
Powers as well as to the good-
will of all parties concerned," is
"a method of settlement with
both honor and wisdom."

least. The little Jewish orphan was seen at one of the Joint
Distribution Committee's homes in Belgium and "adopted" by

While the book is in the main
a tribute to Elmer Lincoln Irey,
now Chief Coordinator of Trea-
sury Enforcement Agencies, who
directed the work of the "giant
killers" in the Intelligence Unit,
Mr. Morgenthau is shown as hav-
ing played an important role in
their work.
Brought Many to Justice
Mr. Irey and his men brought
many crooks and tax-evaders to
justice, included among them be-
ing Capone, Pendergast and the
followers of Kingfish Huey Long,
but, Mr. HYnd states at the out-
set, "such justice had been im-
possible had it not been for the
attitude of Secretary of the Trea-
sury Henry Morgenthau, Jr. It
was Morgenthau who organized
full-scale investigative offensives
into the machines of Pendergast
in Kansas City and Long in Louis-
iana. Morgenthau is a Democrat,
and so were Pendergast and
Long (period)."
Long was spared indictment
because he was assassinated a
month before the jury, whose
findings led to the smashing of
his machine, was to convene.
But here is the story of Mr. Mor-
genthau's share in the destruc-
tion of that terrible machine.

was written by Shlomo Grod-

The letters are not limited to
experiences on the battlefields.
Incorporated within them are
the human emotions resulting
from meeting Jews who had been
liberated from the oppressors,
the sentiments that emanate from
creating a new life through the
revival of Hebrew and the dream-
ing of the realization of Jewish
national aspirations.

Because it is so human a docu-
ment, "Letters From the Desert"
is a very great book.
