THE JEWISH ,STATE DEBATE
It is unfortunate that Dr. Stephen 'S.
Wise and Edgar Ansell Mowrer, in their
presentation of the Zionist case in the
debate over the Town Hall of the Air.
with Rabbi Morris Lazaron and Carroll
Binder, failed to make the point in favor
of a Jewish State.
The argument is a simple one: Jews
are in trouble everywhere because they
have been a minority everywhere; Jews
can not feel free anywhere unless they
will have the right to regulate the immi-
gration of their unfortunate kinsmen;
Jews can not be asked constantly to build
and to create unless they can defend their
own creations.
Look at Tripolitania: Jews have lived
there for 2,000 years. Yet, when barbaric
Arabs found an opportunity to rob and
to plunder, they also killed:

to defend themselves—and contrary to
misrepresentations by foreign 'correspond-s
ents, there is no trouble in Palestine be-

THE JOINT COMMISSION
The proposed joint U.S.-British com-
mission to study the Palestine problem
could be a less worTysome matter if men
like Dr. Walter Clay Lowdermilk, Prof.
Carl Friedrich and others like them, who
are sympathetic to the Jewish cause,
were to be named on the commission.
Perhaps this is still possible.
We are holding our breath.

WHERE ARE YOU?

who is deeply concerned about the sad

SWORN CIRCULATIONS
The U. S. House of Representatives;
without a dissenting vote, adopted H. R.
Bill 2543, known as the Murray sworn
circulation bill for weeklies, semi-week-
lies and tri-weeklies. The bill now goes
to the Senate for final action.
As we indicated in this column months
ago, we are strongly in favor of this meas-
ure as a w e a p on against regrettable
schemes of those newspapers whoSe cir-
culations seldom number more than a
handful of readers and whose entire aim
is to "get all they can" out of advertising.
The new measure should prove a bless-
ing for those English-Jewish periodicals
that are concerned with :legitimate cir-
culations and with reaching as large a
public as possible. There are entirely too
many of these publications which have
forgotten the value of service to the com-
munity and are concerned only with ad-
vertising returns.
The new measure, affecting periodicals
with second class mailing rights, should
bring into the open the true status of
those newspapers hiding their actual cir-
culations because heretofore there was no
one to force them to state the facts. Uncle
Sam will have his way with them should
the U. S. Senate concur in the action of
the lower hOtise. We. hope for speedy
action in. favor of the pending measure.

OUR FAVORITE COLUMNIST
W. K. Kelsey of the Detroit News re-
mains our favorite columnist—because his
comments on ALL issues are wise and
excellent.
We especially liked the following story
he related about his grandfather who
wanted to buy a horse:
"I want a horse," he told the dealer,
"who will travel fast when I drive him,
and slow when my wife or the chil-
dren hold the reins. He must have
plenty of spirit, and yet be gentle. He
must be trained to strict obedience to
the spoken word. He must be accus-
tomed to single driving in a buggy, and
team driving in a surrey. I shall also
want to use him from time to time for
hauling a light dray. I don't want a
large horse, or a heavy feeder, and of
course he must be absolutely sound in
wind and limb. For such a horse I am
prepared to pay .$100."
"Mister," said the dealer, "God Al-
mighty has never yet made such a
horse."
You can apply this yarn to so many
issues that we advise you to clip it for
future use.

Britain Must Keep Her Promise

A Message to Prime Minister Clement Attlee

Palestine should immediately be opened to unlimited Jewish immigration.
My conclusion is based on the following reasoning:
1. Unlimited Jewish immigration into Palestine is implicit under the
terms of the Balfour Declaration. It has been unequivocally promised to
the Jews.
2. Most European Jewish survivors of the late war must go elsewhere
immediately. There is no other place for them to go.
3. Arab opposition to the ,Jewish homeland is fomented by a small
minority. I believe this small minority wishes to keep fellow Arabs in
feudal and ignorant submission. Its members fear the effect on down-trod-
den people, if the Jews set an example of soil reclamation, education for all,
and the generally better condition of living that comes with enlightened
democracy. The Arab opposition to the Jewish homeland is unworthy of
support. Further, British support of the Arab minority inevitably means a
permanently upset world.
4. Jewish immigration into Palestine means that Arabs who live there
are better off. Their living standard is rising, under the impetus of Jewish
energy and money, and their civil and religious rights are unimpaired.
5. There are, I believe, less than 30,000,000 Arabs in the world. and
they occupy an area of more than 2,400,000 square miles, stretching from
Morocco to Iran and the Persian Gulf. They do not need Palestine's 9,000
square miles. They have far more land than they can use, especially if they
will undertake reclamation in the same way that the Jews have relied on
reclamation in Palestine.
I realize that there is no easy way out of the situation. Any contemplated
change in the world, big or little, finds certain vociferous opponents. But this
particular change, creating as it will 'a new democracy on e Mediterranean,
seems to have every sound argument on its side, including the pledged word
of the British Government. • •
It seems to me that the democracies, if they are to give the world effective
leadership, must stand for something as definite and positive as Hitler • once
stood for. And above all, they must keep their promises.
I urge Mr. Attlee to use his tremendous influence in behalf of the immedi-
ate establishment of the promised Jewish homeland.

Behind the creation of the Anglo-
American inquiry commission on Pales-
tine is not so much Britain's eagerness
to solve the Palestine problem, as her
strong desire to build up an Anglo-Amer-
ican front against possible Russian ambi-
tions in the Middle East . The creation
of •the Anglo-American commission is
•
only the first step in this direction
It is the most innocent way. of bringing
the United States into .a British-American
alliance covering a territory where Eng
land's position is vulnerable and where
British and Soviet interests are liable to
clash . . . Meanwhile, it: is becoming
clearer to many interested quarters in
Washington that with the creation of the
Anglo-American inquiry commission,
America lost the first round to England
on the Palestine issue . . . It is obvious
that Truman's statement that he still ad-
heres to his original demand for the im-
mediate admission of 100,000 Jews to.
Palestine, is but a means of saving face
. . It is quite clear that a .very small
fraction of 100,000 Jews will be admitted
before the inquiry commission completes
its study and makes its recemmendations
. . Whether America will win in later.
rounds remains to be seen .. The les-
son now learned is that our De-
partment is not the equal of the British
Foreign Office when it comes to political
bargaining . . . Otherwise, how can one
explain the fact that the State Depart-
ment permitted a situation to develop
where a request of the President of the
United States was brushed aside. by Brit-
ain with such ease .. . The next' 'British
maneuver is expected to be a suggestion
that at least 20,000 displaced Jews be
admitted to the United States each year
under the existing quota regulations to
"match" the number of Jews. • who will
be adnriitted to Palestine at the rate of
1,500 a month.

OSWEGO NOTES

The fate of the . 0swego refugees is now
in the hands of Secretary of State James
F. Byrnes . . . Indications point to the
possibility that the refugees may finally
be. released from. Fort Ontario camp "on
leave," under certain conditions .
While still under obligation to return to
their native lands, the refugees will be
handled individually and not as a group
. Those who can prove that they will
not become a public burden may eventual-
ly be considered in the category of "tem-
porary visitors" who can leave the coun-
try for Canada and re-apply from there
for regular immigration visas . . . A dele-
gation composed of Protestant, Catholic
and Jewish representatives will soon dis-
cuss this problem with Secretary Byrnes
. . . In the meantime, there is a possibility
that the Oswego refugees, losing patience,
may declare a hunger strike in order to
draw the nation's attention to their situa-
tion ... Such a strike would not have the
backing of Jewish organizations interested
in helping the refugees leave the camp
and remain in the United States as "tem-
porary visitors".

Persons in the know about conditions
in Palestine contend that American mili-
tary (is it the War Department?) play
ball with the British in creating the im-
pression that Palestine is a civil-war
camp. American GI's in Palestine were
ordered out of the country by their of-
ficers at a moment when the British
alarmed the world, saying that the situa-
tion was tense, riots imminent, and ex-
aggerated the Kfar Giladi incident into
something far beyond all proportions. It
was later learned that the order to Amer-
ican troops to get out of Palestine was
signed days before that incident. As for
the British: one day the British military
in Palestine called in the Palestine press
and announced that communiques on
security conditions in Palestine would be
issued twice a day. The editors laughed.
What was this, war? The British officer
shook his head gravely. The British ap-
parently were planning some panic which
did not come off .. . Much of the firing
and rioting in Tel Aviv last week may
be attributed to British agents, experts
at this kind of activity. The week before
they had their hands full in Cairo and
Tripoli.
