Conspiracy Matched Against Jewish Hopes in Palestine

intention of U. S. Troops Beclouds the Issue

500 Delegates Attend
Conference in Capitol

WASHINGTON—A conspiracy is being unveiled
here to shield Great Britain's efforts to betray pledges
made to the Jewish people to facilitate the establish-
ment of the Jewish National Home in Palestine.
Many of the more than 500 delegates, representing
178 cities in 36 States in the Union, who attended the
special conference called by the American Zionist Em-
ergency Conference, on Oct. 4,- have learned details of
a situation which shocks' the imagination of all right
thinking men and women who are horrified by the
failure of responsible governments to make possible
the immediate settlement of at least 100,000 Jews in
Palestine.
What is believed to be British-inspired strategy to
becloud the issue is predicated on two methods of color-
ation affecting the news from Jerusalem, London and
Washington:
1. An attempt is being made to give the impression
that it will become necessary for the United States to
send troops to Palestine to enforce peace between Jews
and Arabs. An outstanding American Christian leader
has expressed the view that if Prime Minister Attlee
finally yields to President Truman's request for the
immediate admission of 100,000 Jews from the concen-
tration camps he will make the condition that this gov-
ernment share in the military responsibilities in Pales-
tine. That would automatically stop all further de-
mands for justice to the Jews in Palestine.
Demand May Be 'An Ace in-the Hole'
While President Truman, at his press conference,
on the day preceding the emergency Zionist conference,
denied that the United States was asked to send troops
to Palestine, there is strong belief in some quarters
here that such a demand may be "an ace in the hole"
in the final showdown in the present situation affecting
Palestine.
The responsible leaders who have expressed this
view emphasized that they know the attitude of Dr.
Abba Hillel Silver and the Zionist movement in oppos-
ing such a request and in affirming that Jews, if per-
mitted, can protect themselves adequately in Palestine.
2. The second means that is being used to dis-
credit Jewish efforts is to brand the new Jewish im-
migration into Palestine as "illegal"—a procedure that
was followed during the sinking of the Struma and
the Patria, resulting in the death of hundreds of Jews
who sought to enter Palestine.
The Jewish contention is that if there are angles
of "illegality" in the Palestine issue they are attribut-
able to Great Britain's illegal attempt to keep Jews
out of Palestine, contrary to her obligations.
The 500 delegates who attended the Oct. 4 con-
ference utilized their presence in the Nation's Capital
to visit their representatives in both Houses of Con-
gress. With only few exceptions of a handful of Con-
gressmen and Senators whose attitudes were befuddled
by the propaganda of the Council for Judaism, the over-
whelming sentiments remain in favor of free Jewish
immigration into Palestine.

Michigan Delegates at Conference
Michigan's delegates at the conference were en-
couraged by the strong friendship for the Zionist cause
expressed to them by Senators Vandenberg and Fergu-
son and Congressmen Dingell, Jonkman, O'Brien, Don-
dero, Engel, Sadowski and Hook. These were the only
men who could be reached. during the afternoon of
canvassing of opinions, but it is known that most of
the other Michigan Congressmen are equally as sincere
in their support of the Zionist position.

cluded Rabbi Leon Fram and Philip Slomovitz, Detroit;
Rabbi Jerome D. Folkman, Grand Rapids; Rabbi Mor-
ton Applebaum, Flint; Rabbi Lewis Satlow, Mus-
kegon).
Dr. Silver presided at the conference, which was
addressed by Emanuel Neumann, who gave a resume of
the political situation affecting Zionism, and Dr. Israel
Goldstein, president of the Zionist Organization of
America.
Reports of delegates at the afternoon session in-
dicated that many members of Congress favor the
reintroduction of the Palestine Resolution.
A strong resolution adopted by the conference
called for our government's insistence that Great
Britain live up to her obligations to the Jewish people
and that Palestine's doors be opened at . once to un-
limited Jewish immigration.
Great importance was attached to the conference by
the fact that for two days in succession leading mem-
bers of the United States Senate joined in urging im-
mediate action for the admission of 100,000 Jews into
Palestine.
Taft Stresses This Country's Rights
Senator Taft of Ohio opened the discussion with
a strong plea stressing this country's right to insist that
Great Britain carry out her pledges to the Jewish
people at once.
He was supported by Senator Ferguson of Mich-
igan, Senators Wagner and Mead of New York, Senator
Barkley of Kentucky, Senator Brewster of Maine, Sen-
ator Guffey of Pennsylvania, Senator Johnson of Colo-
rado, Senator Murray of Montana, Senator Salton-
stall of Massachusetts, Senator Smith of New Jersey,
Senator McMahon of Connecticut and Senator Wheel-
er of Montana.
In the meantime, many rumors are current in
Washington.
In some quarters, it is said that three sets of letters
were exchanged between President Truman and Prime
Minister Attlee on the Palestine issue.
The meeting that took place between Dr. Chaim
Weizmann and British Foreign Secretary Bevin, in
London, may, some believe, result in some sort of com-
promise for the admission of a large number of Jews.
But the strong guard reported to have been set up by
the British on land and sea in Palestine appears to
point to another betrayal of pledges made to the
Jewish people.
Activities of the Arabs in Washington and the con-
vening of a special meeting of the Bergson group, the
so-called League for a Free Palestine, under the di-
rection of former Senator Guy Gillette, on the day of
the emergency Zionist conference, also proved em-
barrassing, although they were not very harmful.
Green's, Murray's Demands Encouraging
A strong demand by Philip Murray, president of
the CIO, who declared that he spoke for the entire
membership of his organization, in a cable to Prime
Minister Attlee, expressing sharp protest against re-
ports that the British Cabinet will continue the White

William Green of the American Federation of
Labor also sent a strong message to Attlee in support
of Jewish claims in Palestine.
There is no substantiation of renewed reports that
the entire matter will be turned over for discussion to
the United States Organization, and the failure of the
recent conference of the foreign ministers seems to
indicate that there is little likelihood that the British
government will permit others to intervene in settling
the problem.
But the British request for a loan, the plain speak-
ing by Senators and Congressmen against the granting
of the loan unless Britain proves that she can live up
to pledges, may prove decisive factors in the battle for
justice to the Jewish people.

Palestine Police Nab 15 In Raids
JERUSALEM, (JTA)—The Palestine police, assist-
ed by large parties of British police, this week raided
cafes, restaurants and public buildings in the center of
Jerusalem, checking the identification cards of all
persons found there. Fifteen persons were detained.
While the raid was in progress, the center of the
city and all its thoroughfares were isolated from the
rest of Jerusalem by .a cordon of British mobile police
armed with machine guns, and travelling in armed cars.
Jewish workers in Jerusalem and Haifa held protest
meetings at which resolutions were adopted appealing
to the British Labor Party "to prevent the desperate
struggle into which we are being pushed." The resolu-
tions also appealed to the World Trade Union Congress,
which is now meeting in Paris," to assist us in our just
struggle."
During the past week, two British submarines
arrived in Palestine and anchored off-shore between
Tel Aviv and Jaffa, adding under-seas craft to the im-
posing array of British naval and military might which
has been pouring into this country within recent days.
Reports from London indicate that further contin-
gents from the Navy, Army and R.A.F. are being rushed
here. One report says that men of a parachute bat-
talion stationed in Wiltshire were suddenly recalled
from their leaves and are now en route to an em-
barkation point.

Jews to Bring Immigrants Into Palestine
LONDON, (JTA)—"We are prepared to go into
Palestine come what may, not only because we know
that Palestine is ours and our need is great, but because
we know that there is no basic difference between Jew-
ish and Arab interests in Palestine," Moshe Shertok,
chief of the political department of the Jewish Agency,
said here, addressing a mass rally of the Zionist Youth
Council.
If the various appeals to the Government and to
Labor Party circles are without avail, and the Gov-
ernment yields to "an assumed sperior Arab force, we
will defend our right to entry into Palestine, and will
resist if this is opposed," he added.
