RIO DE JANEIRO, (JTA)—
Zionism will be reestablished in
Brazil, where it was banned
seven years ago, as a result of a
government decree issued by
Chief of the National Police,

United Nations
Seen Converting
League Mandates

UNCIO Trusteeship Official
Tells of Elimination of
All Major Obstacles

SAN FRANCISCO (Palcor)—
Despite the lack of compulsory
provisions, the United Nations
are honorbound to turn League
of Nations mandates into trusts,
New Zealand's Premier Fraser,
chairman of the UNCIO Trustee-
ship Commission, declared here.
Replying to' a question on Pales-
tine, he said that he doesn't
think there is any real difficulty
between the Arabs and the Jews
living under the same conditions.
Discussing the mandate as
such, and the responsibility of
the mandatory, he said that if
a conflict of interests arises, the
trustee council should be able
to help. "Everybody knows it is
a difficult question, one of de-
vout hope."
Completely Redrafted
The trusteeship committee has
eliminated all major obstacles by
meeting the demands of the
Soviet delegation, the Philippine
delegation and others for stress-
ing independence as the ultimate
aim for dependencies.
In this connection Section A
of the Trusteeship Draft has
been completely redrafted, lay-
ing down strong rules for pro-
gressive policy in all dependent
territories, and obliging the ad-
ministrative power to submit
regular reports to the United
Nations regarding even those
territories not under trusteeship.
John Foster Dulles, member
of the U. S. delegation, de-
clared that the United Nations
have no intention of intervening
in the internal matters of any
nation in connection with the
Human Rights Clause incorpora-
ted in the UNCIO Charter.

French Officials
Deny Kidnaping

New York, (JPS)—The French!:
Ministry of Prisoners has declar-
ed that its assumption of custody
over 110 orphaned Jewish refu-
gees from Buchenwald despite the
fact that they were consigned to
Ouvres Secours Enfantes, a Jew-
ish welfare organization, was due
to the arrival of the children 10
days before they were expected,
Dana Adams Schmidt, New York
Times correspondent, reports
from Paris.

The official French explanation
was that "because we understood
the OSE was not yet ready to
handle them at the Meudon Hos-
pital, we arranged for the COSOR
(a French resistance welfare
group) to look after them.

"When the children ektually
arrived on the railway platform,
June 8, the OSE representative
insisted they were ready after all,
and there was a painful row, but
we insisted on going ahead with
our plans and the children,
eluding the Catholics, are now at
the Chateau Boissy La Bert-
rande."
