"I have no intention of raising the wider question of the future of Pales-
tine, or the great political matters which will have to be dealt with in the near
future. I am only touching on the question of an asylum for these unfortunate
victims of our enemies . . There is, unfortunately, particularly in the former
Axis countries, still a great deal of anti-Semitism. These Jews are displaced,
they are out of step economically. Their distress is appalling.
"Particularly would I refer to the case of the orphan Jewish children. I am
sure you will not turn a deaf ear to the sufferings of these innocents, the or-
phan children of the victims of Hitler's persecution of the Jews. There is an
abnormal number of them. There are in France 20,000 orphan Jewish children,
and they have been treated kindly by the religious institutions and by the
peasants of France. Why are there so many? The reason is that when• the
Gestapo were deporting Jews from France to the murder camps in Poland they
did not bother about the parentless children, but where there was a mother or
father with children, they sent the whole family, and there they were done
to death under barbarous conditions. Hundreds, thousands indeed, of Jewish
mothers committed suicide in France so as to save their children.
"All arrangements have been made in Palestine for these orphan children
to be received and taken care of.
"What, then, is preventing them from going? The trouble is the artificial
restriction on new immigration into Palestine.
"The certificates which have been allocated but not used are fewer than
6,000. But the applications from Romania alone are 50,000. There are 30,000 in
Bulgaria, and many thousands, including the orphans I referred to, in Belgium
and France. There is also the Polish problem. Some have survived in Poland.
Of the 6,000 certificates, only about 4,500 have been allocated td Bulgaria and
Romania together, so that the situation is very difficult there indeed.

hope also that the government have a satisfactory policy which will meet a
