Agencies Sign Agreement
Reconstituting the UPA

Estimated Needs of JDC, UPA and NRS Amount to More
Than $80,000,000 for Current Year; Victory in Europe
Forces Huge Increase Over Last Year's Goal

"The needs of the organiza-
tions represented in the United
Jewish Appeal are far greater
this year than ever before dur-
ing the past twelve years of suf-
fering and destruction for the
Jewish people. The budgetary
estimates of* the JDC, UPA and
NRS are in excess of $80,000,000
in 1945. This unprecedented
sum represents a challenge to the
generosity of Jews in every com-
munity in the U. S.
"Victory in Europe has un-
rolled before us a scene of in-
describable devastation, wide-
spread distress and mass home-
lessness which have affected the
surviving Jews with deepest in-
tensity.

"In the campaigns that are
now in progress in various parts
of the country' Jewish commun-
ities have indicated their aware-
ness of the magnitude of the re-
lief and reconstruction prob-
lems that must be dealt with in
this transitional period from war
to peace. We trust that the re-
constitution of the UJA will'spur
them on to more intensive ef-
fort so that recovery, security
and freedom may be assured to
the remnants. of the Jewish peo-
ple in the post-war. world."

Jewish Congress, issued an ap-
peal this week urging all De-
troiters to write to their Con-
gressmen and Senators. • in
Washington to speed action on
the pending FEPC legislation in
Congress.

WJLB last Saturday night, Mr.
Brown outlined the Congress
proposals for an International
Bill of Rights and warned that
"the road to fascism is the road
.to war."
Outlining the Congress pro-

of Rights, he declared that "if
such an agency had been in
existence in 1933 • . . it would
have been difficult for Hitler to
have utilized his inhum'an at-
tacks upon minorities." He em-
phasized that a Bill of Rights .
can prevent anti-Semitism from
rising to power again.
