by and off the sea in Palestine as a result of the development

of the fishing industry through the aid of the United Palestine Appeal. Plans for continued
progress in the new fishing villages indicate that 2,500 people can be employed in fishing and
allied pursuits. The financial assistance provided by the UPA has established the new in-.
du.stry Of fishing as one of the stable factors in the economic expansion of Jewish Palestine.

SAN FRANCISCO—Consideration by the United
Nations Conference of international trusteeships pro-
posals affecting the status of Palestine threatens to be-
come the most serious issue of concern to the Jewish
people; Friday being set as final day for presentation
of amendments to the Dumbarton Oaks proposals by
conference delegates.
Spokesmen here for the American Jewish Confer-
ence, the World Jewish Congress and the Board of
Deputies of. British Jews are agreed that Jewish. re-
quests should be that 'commissions set up structures
for trusteeships" to include assurances that a definite
safeguard will be provided by the security conference
to protect Jewish status in Palestine and that nothing
will be done to preclude consideration of Jewish
claims in the future.

consultants and observers becomes "to plead against
adoption of measures which might freeze present Jew-.
ish minority status in Palestine making it impossible
for Jewish people again to reopen the issue for future
consideration."
While there are serious differences of opinion as
to interpretations of the various Jewish proposals and
claims it is generally agreed that Judge Joseph Pros-.
kauer, consultant for the American Jewish Committee.,
may agree to support Henry Monsky, American Jew-
ish Conference Consultant, in - his stand calling for
safeguards of the Jewish position, including the re-
quest, that Palestine be left completely free for future
discussion of the Jewish position.
Three Specific Requests
Memoranda of Jewish groups include an import-
ant statement of the Jewish Agency for Palestine over
the signature of Dr. Chaim Weizmann, concluding
with these three specific requests:
1. In view .of the unique character of the Palestine
Mandate and the special rights of the Jewish people
thereunder, any plan which may be adopted for a nPAn-
dates system or an international • trusteeship in succes-
sion. to the existing system of the League of Nations' •
Mandates, should be sufficiently flexible and broad in-

ground for construction in one of the residen-
tial districts of an urban area near the all-Jewish city of Tel Aviv which is being en-
larged to provide accommodations for large numbers of immigrants in urgent need of housing
facilities in. Palestine. The Jewish Agency, which derives funds from the United Palestine
Appeal, has made arrangements for the construction of 3,000 homes for expected refugees.
