Emergency Council Declares Immediate Steps Must Be
Taken for Large Scale Immigration and Conversion of
Palestine info a Jewish State
NEW YORK—Asserting that Jews everywhere "warmly
welcomed" President Roosevelt's recent declaration con-
firming his determination to solve the Palestine problem by
establishing Palestine as a JeWish Commonwealth, the
American Zionist Emergency Council issued a statement de-
manding "action now."
The statement, made public
. after a six-hour conference at
the Council headquarters, 342
Madison Ave., asserted:
"We would be failing in our
duty were we not to emphasize
the sense of deep disappointment
which has been aroused among
Jews by the fact that no visible
action is being taken to give
reality to this program. The
tragic plight of the Jewish peo-
ple makes it imperative that the
solution to which the President
is lending the support of his
great name and office be adopted
and put into effect as soon as
possible.

Ask Immediate Steps
"In the interests of justice
and humanity, there must be no
further delay. We ask action
now. Immediate steps must be
taken to inaugurate forthwith
the process of large-scale Jewish
immigration into Palestine and
the conversion of that country
into a Jewish State."
President Roosevelt, recently,
in his first interview with a
Zionist spokesman since his con-
versations with King Ibn Saud
of Saudi Arabia, told Dr.
Stephen S. Wise, chairman of
the Council, which speaks for all
major Zionist groups in the
United States:
"I made my position on Zion-
ism clear in October. That posi-
tion I have not changed and

The President was referring to
his letter in October to Senator
Robert F. Wagner, (D), of New
York, in which he said that if re-
elected he would help to bring
about the establishment of Pal-
estine as a free and democratic
Jewish Commonwealth.
Hit Churchill Intimation
"Mr. Churchill's recent intima-
tion that a final solution of the
Palestine problem will be defer-
red until the war is over is deep-
ly disturbing . . Hundreds of
thousands of Jews are today
clamoring to enter Palestine.
Survivors of unimaginable hor-
rors, all but an insignificant few
are prohibited from entering the
land promised them.
• "At San Francisco and in suc-
ceeding conferences 'many mat-
ters affecting the Mandate sys-
tem in general and Palestine in
particular will come . up for con-
sideration. We affirm the right
of the Jewish people to 'be rep
resented and heard at these con-
ferences through the Jewish
Agency for Palestine, interna-
tionally recognized as the spokes-
man of the Jewish people on all
matters affecting Palestine."
NEW YORK — Beginning in
May, the Hebrew arts committee
of the Zionist Organization of
America will present "Palestine
Sings,"- the musical sequel to
"Palestine Speaks," over local
radio stations throughout the
U. S.
The four programs will be
"Our Bialik," a cantata by
Judith K. and Ira Eisenstein,
"Song of Ascent," "Victory
Through Labor," and "Festival
of the First Fruits." All the
scripts are prepared by Judith
K. Eisenstein, instructor in
music at the Teachers Institute
of the Jewish Theological Sem-
inary of America, author of
many works on Jewish music.
Chemjo Vinaver, who will
conduct the second and fourth
programs, has been acclaimed
one of Europe's foremost choral
conductors. He was music di-
rector of Habimah Theater in
Palestine.

Moves to Restore
Property to Jews

Harry Raden, 45, Succumbs;
Active Community Leader
PARIS (JTA) — The French
Consultative Assembly approved
a bill providing for a "speedy
referee procedure for the resti•
tution to Jewish owners of prop-
erty lost through German or
Vichy anti-Jewish legislation.
The bill constitutes a combina-
tion of the drafts of the restitu-
tion laws submitted by t h e
French government and by the
French Socialist party. It rec-
ommends:
1. All confiscations, as well as
sales of property made by Jews
under duress, are to be consid-
ered void.
2. Legitimate profits from con-
fiscated Jewish enterprises are
to be refunded to the owners.
Illegitimate profits are to be
confiscated by the state.
3. All sales of Jewish prop-
erty allegedly made with the
consent of the owners are to
be considered as having been
made under duress, unless the
buyer produces evidence to the
contrary.
Have Choice of Court
4. Damage caused by an ab-
sent or insolvent buyer of Jew-
ish property is to be paid by
the state under the rules ap-
plied to war damages.
5. The former Jewish owners
have the choice of bringing their
cases either before a civil court,
or before a commercial court,
which acts more rapidly.
6. All cases are to be studied
by the state prosecutor f o r
eventual criminal action against
those who • acquired Jewish prop-
erty.

Anti-Semitie Incident
A "mysteriously organized"
mob of 600 people this week
prevented a Jew from recover-
ing his apartment which was
being illegally occupied by a
person who had obtained it dur-
ing the occupation, it was re-
vealed.. The owner of the apart-
ment had obtained a court order
dispossessing the present occu-
pant and was accompanied by
police who were powerless to
disperse the mob. -
The incident was disclosed by
Julliette Jonvaux of the Move-
ment Against Racism, address-
ing a meeting called by a joint
committee of various anti-racist
and Jewish organizations to hear
a report on the present status
of the restitution problem.
Bernard Le Cache, president
of the League Against Anti-
Semitism, stressed the unfavor-
able impression which has been
created in America and England
by the delay in settlement of
the restitution problem. "Jews ' '
he stated, "should have burned
down the homes of those who
stole their property, but they
wished to remain lawful and
disciplined.''
Harry Raden, owner of Acme
Paper Co., 338 W. Jefferson, one
of the founders of Temple Israel
and a prominent community
leader, died Tuesday morning at
the age of 45.
Funeral services were held
Wednesday at Gilberts. Rabbi
Leon Fram officiated.
Mr. Baden, whose residence
was at 150 W. Euclid, was born
in McKeesport, Pa., Aug. 26,
1899, son of Louis and Anna
Mishkin Raden.
He is survived by his wife,
Shirley Davis Raden; two sons,
Capt. Lee M. Raden, 20, stationed
in England, who recently dis-
tinguished himself by leading
1,200 bombers in a raid over the
Reich; and Louis Raden, 14, of
Philadelphia; -three sisters, Mrs.
Edith Berlack, Mrs. Nellie Nay-
house and Mrs. Linnie Caplan.
Mr. Raden, who was a graduate
of the University of Pennsyl-
vania, served three terms as the
first secretary of Temple Israel
and was a member of Temple
Israel board of trustees. He was
a member of Bnai Brith, Zionist
Organization, Masons, Bohemian
Musical Society and Probus Club;
He was a former vice-president
of the. Fresh Air Society. He was
active in Allied Jewish Cam-
paigns, the War' Chest and Com-
munity Fund drives.

Take Hebrew Names
JERUSALEM (JPS-Palcor)—
Wishing to have a Hebrew patr-
onymic rather than their "Dias-
pora name," 1,074 inhabitants of
Jewish Palestine registered stat-
utory changes of their first and
family names during the past
year, it is revealed.
Here are some new Hebrew
names devised by these. people:
Algur, Ben-Lish, Ear-Rashi,
Gai, Genossar, Doron, Har-Noy,
Zik-El, Heruthi, Kochav-Shabit,
Kinori, Lish, Ken-Dror, Ram,
Rahum, Refua, and Sho'er.
The new family labels they
have taken have Biblical as well
as modern Hebrew connotations.
Thus, Genossar is the ancient
Scriptural designation of ,theSea
of Galilee or Kinnereth; Har:Noy
means "Schoenberg"; Heruthi is
another way of saying Son of
Freedom or Freedman; K Inori is
literally "Violinst"; Ken-Dror is
"Nast of Liberty"; Rem means
tail; _and. Refua is "Medicine."
