British Envoy Gets Appeal
On Palestine Immigration

Delegates of Jewish Organizations Submit Memorandum
Demanding Immediate Opening of Doors to Homeless;
Halifax Promises to Recommend Consideration

WASHINGTON (JPS) — The immediate opening of
Palestine's doors to the homeless Jews of liberated Europe
was demanded in a memorandum submitted to Earl Halifax,
British Ambassador to the U. S., by a representative Jewish
delegation. The memorandum referred to reports that the
majority of Romania's Jews are pauperized, that at least

80 percent wish to go to Pales-
tine, and to similar reports from
other liberated areas.
The British Ambassador prom-
ised to forward the memoran-
dum to the British Foreign Sec-
retary Anthony Eden, with a
recommendation that it be given
they most urgent consideration.
The ,delegation represented the
American Jewish Conference,
the American Zionist Emergency
Council and the Jewish Agency
for Palestine, and included Dr.
Stephen S. Wise, chairman of the
American Zionist Emergency
Council; Hayim Greenberg and
Herman Schulman, chairmen, re-
spectively, of the executive com-
mittee and the administrative
committee of the American
Zionist Emergency Council; Dr.
Israel Goldstein, co-chairman of
the Interim Committee of the
American Jewish Conference,
and Dr. Nahum Goldmann,
American representative of the
Jewish Agency for Palestine.
"The world will not under-
stand," the memorandum said,
"a policy of inaction at a time

when delay may mean death by
starvation and disease. They
plead to be allowed to rebuild
their lives in the Jewish National
Home.
"We believe that even as a
war measure the , policy of the
White Paper was short-sighted
and mistaken. Its application to-
day is as indefensible as it is
heartless. An end must be put
to Jewish wandering and that
every Jew who so desires must
be entitled to enter Palestine as
of right and to settle among his
own people there . . . There can
be no justification for delay on
the question of immediate Jew-
ish. immigration into Palestine.
"Time is all important and -the
issue must be dealt with now.
We appeal to His Majesty's Gov-
ernment to meet this problem
with the same spirit of broad
and constructive humanity and
with the historic vision of its
decision when it issued the Bal-
four Declaration, with„its prom-
ise of a restored homeland for
the -Jewish people."
