Wide Protests Bring Denial
Of Dental School Quotas

Chancellor of NYU Publicly Repuidates Recommendation
of Dr. Horner to Limit Number of Jewish Students;
Statement Unauthorized, ADA Head Says

• NEW YORK—Replying to charges by the Eastern Re-
gional Office of the Anti-Defamation League of Bnai Brith
that Dr. Harlan H. Horner, secretary of the Council on Dental
Education of the American Dental Association, submitted a
confidential report to Chancellor Harry W. Chase of New
York University, .urging a reduction in the number of Jewish

students to be admitted to the
College of Dentistry of N. Y. U.,
Dr. Chase publicly repudiated the
recommendation of Dr. Horner.
Dr. Chase said "we have no
quota system of admissions and
we do not contemplate any for
Jews or Christians in dentistry,
medicine or* any other school in
New York University. It will
continue to be the purpose of our
admission committees to accom-
modate the most able and prom-
ising applicants who come to us
regardless of their creed, color
or origin. And, finally, any fur-
ther shift in the general composi-
tion of our student body will de-
pend entirely on natural tenden-
cies in the company who may
hereafter seek admission rather
than upon any alteration of our
own policy of admission."
Makes Disclosure
Disclosure of Dr. Horner's rec-
ommendation to New York Uni-
Versity was made by Supreme
Court Justice. Meier Steinbrink,
chairman of the board of direct-
ors of the Eastern Region of the
Anti-Defamation League of Bnai
Brith, when he made public an
affidavit by Dr. Harry M. Seldin,
president of the Alumni Associa-
tion of the N. Y. U. College of
Dentistry, quoting the language
of the report.
Judge Steinbrink also called
upon New York University, Co-
lumbia University and the Amer-
ican Dental Asociation to re-
pudiate the reports made by Dr.
Horner. A special report issued
to Columbia University by the
Council on Dental Education had
urged a similar discriminatory
policy in regard to admissions at
that institution.

CHICAGO—The storm of crit-
icism aroused - in New York and
elsewhere over alleged statements
ih which Dr. Harlan H. Horner,
secretary of the American Dental
Association's Council on Dental
Education, recommended a racial
quota system for admission of
students to dental schools had re-

Dr. Walter H. Scherer, presi-
dent of the association, said:
"Dr. Horner's alleged state-
ments, particularly those refer-
ring to student quotas in the
dental schools throughout the
country, were made without the
knowledge or sanction of the
governing body of the American
Dental Association and, there-
fore, are not an expression of the
`views of this association."
The association's Council on
Dental Education, in a prepared
statement, repudiated the "impli-
cation" that it "favored the adop-
tion of racial quotas for the en-
trance of students into dental
schools."

tack upon Jews was made this
week in the House by Rep. John
Rankin, (D) 'Mississippi, in con-
nection with the furor which has
been aroused as a result of a re-
port by the Dental Education
Council of _the American Dental
Association, which allegedly ad-
vocatesa reduction in the num-
ber of Jewish dental students.
Following a statement on the
floor by . Rep. Emanuel Celler,
(D) New York, who assailed the
American Dental Association for
"undermining the Bill of Rights,"
Rankin said, "I am tired of the
gentleman from New York rais-
ing the Jewish question in the
House and then jumping on every
man who says anything allvt it.
