ATLANTIC CITY—The 300 delegates from 39 countries at-
tending the sessions of the World Jewish Congress have urged the
establishment of an "effective" international agency by the United
Nations to solve the refugee problem.
International action was urged by the conference whose dele-
gates were encouraged by the following message from Secretary
of State. Edward R. Stettinious Jr.: •
"The American Government and the people devoutly hope
that the terrible hurt suffered by the Jewiili people may be healed
and that your conference may worlp out a program of constructive
help and rehabilitation of .every kind for the Jewish people through-
out the world.
"Through the establishment -of the War Refugee Board the
American Government has manifested its deep interest and readi-
ness to help rescue suffering and persecuted European • Jews. I am
sure it will give its full sympathy to all wise and constructive
proposals to rehabilitate European Jewry and to • restore its full -
right."
A resolution in favor of the establishment of a Jewish Com-
monwealth in Palestine was adopted by the. delegates after Dr.
Stephen S. Wise, Dr. Nahum Goldman and other leaders condemned
terrorism. in Palestine and demanded fullest justice for the Jewish -
people everywhere.
The consensus at the Conference 'was that the rescuing of
refugees is the responsibility of all the democratic powers.
