British Colonial Secretary Answers in the Affirmative
to Question in House that Roosevelt's Statement

'Is Seen as- Favoring Opening of Palestine'

LONDON (JPS-Palcor)—The Colonial Secretary replied
in the affirmative to a question in the House of Commons
as to whether, on . the basis of President Roosevelt's state-
ment on Palestine, conveyed by Senator Robert F. Wagner
to the convention of the Zionist Organization of America, the
United States "is seen as favoring the opening of Palestine

Plans for securing greater
participation on the part of Jew-
ish communities in the U. S. in
the land acquisition and reclam-
ation program of the Keren Kay-
emeth in Palestine were adopted
by the National Advisory Coun-
cil of the Jewish National Fund
at its first session held in Atlan-
tic City, N. J., on Oct. 12, on
the eve of the Zionist convention.
The session, presided over by
Judge Morris Rothenberg of
New York, president of the fund,
was attended by more than 150
spokesmen of Zionist parties, or-
ganizations and groups which
cooperate with the national ad-
ministration of the Jewish Na-
tional Fund, and representatives
of the principal Jewish commun-

ities throughout, the nation. The
Council considered the $10,000,000
Land Purchase Program for 1945
announced at the "Call of the
Land" Convention held in Jeru-
salem recently and recommended
that U. S. Jewry's contribution
to this budget shall be $9,000,000.
Four-Point Plan
A Four-Point Plan, formulated
by the Council and subsequently
adopted by the Z.O.A. Conven-
tion, called upon American Jews
to participate in (1) the planting
of a Palestine Victory Forest in
tribute to the men and women
now serving in the U. S. Armed
Forces; (2) the provision of land
for the settlement of the mem-
bers of the Jewish Brigade at
the end of the war; (3) Paying
tribute to Dr. Chaim Weizmann

on the occasion of his forthcom-
ing 70th birthday by inscribing
his name in the special volume
of the JNF Golden Book, and
(4) the furtherance of Nachlah
Programs under which commun-
ities, organizations and groups
may identify themselves with the
upbuilding of Eretz Israel as a
Jewish Commonwealth through
redeeming specific areas of land
which will bear their names.
William Hordes and Benjamin
M. Laikin, president and vice-
president of the Jewish National
Fund Council of Detroit, were
the Detroit delegates at the con-
ference. They are seen on the

Mr. Pehle was the principal
speaker at the dinner marking
the opening of the Combined
Jewish' Appeal campaign of Bos-
ton which is seeking to raise
$2,250,000 kir relief and rehabili-
tation overseas, for the upbuild-
ing of the Jewish homeland in
Palestine, for the adjustment of
newcomers in the U. S., and for
national and local causes.
Make Rescue Possible
Mr. Pehle described how the
fundS provided by the agencies
of the UJA made possible the
rescue of many thousands of ref-
ugees in various parts of the
world. He declared:
"In a Balkan country a hu-
manitarian volunteer arrives
equipped with sufficient status,
prestige and funds to aid the
victims of enemy persecution...
His first act is to find shelter
for Jewish refugees . . . He cur-
rently is using private funds that
originated in America to provide
food—especially for children.
"Of many couriers who have
entered the Baltic countries to
rescue refugees, some have been
reported missing immediately
after their arrival and others
have even lost their lives in
the effort.
"Over the Pyrenees groups of
children made their escape from

the Maquis, and with the aid of
guides paid by funds from Amer-
ica . .. A few weeks later some
are on their way to Palestine.
Refugees Cross Turkey
"Along the Black Sea Coast of
Romania small ships gather
groups of refugees for a hazard-
ous trip to Turkey . . . In Turkey,
two Americans persuade local
authorities to cut red tape and
to permit refugees arriving on
foot and in small boats to cross
the country on their way to
Palestine."
In urging increased support for
the UJA agencies, Mr. Pehle
said that a quick and effective
program of. the WRB was made
possible by generous contribu-
tions, of suggestions, personnel,
and funds by private agencies
that already had existed in the
field of international rescue and
relief work.
Thousands _ Escape
As a result of the partnership
established , between WRB and
private groups among which the
UJA agencies were in the fore-
front, several hundreds of thou-
sands escaped death in the oc-
cupied countries, Mr. Pehle said.
