WASHINGTON (JPS) — Declaring that Axis crimes
against the Jewish people "cannot go unpunished without
destroying the legal and moral foundations upon which our
civilization rests," the American Jewish Conference urged
that the announced intent of the Akis and its satellites to
annihilate the Jews, be included among the punishable war
crimes.
The Conference also urged that
provision for the surrender of
Axis war criminals by the Axis
powers, their allies and associates
be included in the terms of the
armistice.
The Conference submitted an
eight-point proposal on the pun-
ishment of war criminals to Sec-
retary of State Hull for the con-
sideration of our government and
the United Nations Commission
for the Investigation of War
Crimes meeting in London.
Conference Proposal
The Conference proposes that:
1. Among the punishable war
crimes committed by the Axis
there be expressly included the
publicly announced intent of the
Axis nations and their allies and
associates to annihilate the Jew-
ish people, and all acts whereby
they sought to accomplish this
aim, before and during the war,
within their own and occupied
territories.
2. In all trials of those guilty
of crimes against civilian popu-
lations, criminal acts performed
against the Jewish people shall
be duly specified as part of the
indictment.
3. Those charged with specific
crimes against individual Jews,
or with acts designed to bring
about the ultimate annihilation
of Jewish communities, in terri-
tories occupied by the enemy,
shall be prosecuted in the na-
tional. courts of the states where
such crimes were committed.
4. The prosecution of the guilty
shall be within the jurisdiction

court for the trial of war crim- .
inals.

5. The United Nations shall
agree to declare as common
criminals, and shall so declare
all those guilty of these acts
against the Jews, and shall re-
quire the Axis nations, their al-
lies and associates, the neutral
nations and any other country
where the criminals may seek
asylum, to surrender or extradite
all persons thus designated.
6. Representatives of the re-
spective- - •J e wish communities
shall be consulted in the prepar-
ation of evidence against these
criminals.
7. Representatives of the Jew-
ish people shall be officially ad-
/milted before • the contemplated
international prosecuting body
and the international court for
the trial of war criminals.
8. The Commission for the In-
vestigation of War Crimes, or
such other body as may be con,
stituted for this purpose by the
United Nations, shall receive and
give due consideration to all sug-
gestions which may be submitted
to it by a representation of the
Jewish people, and it shall grant

Dr. Loew Dies
ZURICH (JTA)—Chief Rabbi
Dr. Immanuel Loew of Szegedin,
former member of the Hungarian
Upper House and descendant. of
Rabbi Loew of Golem fame, has
died in Budapest. He was 90.
