Migrations Spell Progress

In the interior of the Soyiet
there has been one of the great-
est migration's of all history,
even a Jewish migration. Take,
for example, a city like Moscow.
In 1914 she had only about 2,000
Jews in a population of one mil-
lion. By 1937, when I was there;
the population had reached five
million, the Jewish population,
400,000—from. 2,000 to 400,000. In
those 20 years, Moscow had be-
-
come the largest Jewish com-
munity in Europe, outstripping
even Warsaw—the second largest
in the world, after New York.
Leningrad, from 3,000 Jews, in-
creased to 250,000 Jews.

Tsaritsyn, now Stalingrad, was

a relatively large town, but had

had no Jews. Before the Ger-
mans came around to destroy it,
.it had a community of 40,000 to
50,000 Jews. Magnitogorsk was
no community at all. Nobody
knew of Magnitogorsk several
years ago. Before this war broke
out, it had 40,000 Jews. Hundreds
and hundreds of thousands of
Jews were pulled into the in-
terior. of Russia. Not only Jews,
White Russians, Ukrainians and
others, moved into the interior
of Russia, under economic pres-
sure,' but also under the economic
invitation of the Five Year Plans
which had created a constant
shortage of manpower and hu-
man labor, and everybody found
jobs.

Intrastate Migrations

Those are intrastate migra-
tions. They are within the Soviet
Union, but the Soviet Union cov-
ers one-sixth of the globe, and
if you move out from Minsk and
move into Irkutsk, you have
done more migrating than by
moving from Minsk to New York
or Buenos Aires. Moreover, if
you want to press the point very
hard, it might be possible to say
that if the new constitution of
the Soviet Union will be ma-
terialized, and 16 Republics will
be really independent, then any
person moving out of White Rus-
sia and moving into Big Russia,
is a continental migrant, an in-
terstate migrant, just as much
as you list a Britisher who goes
from England to Australia, as an
international migrant. Why not
the man within the.Soviet Union?
There *e still untold possi-
bilities right there for inter-
national migration. You know
what happened to Palestine in
those 20 years between the two
wars. A community of 60,000 al-
most increased its number to 10
times its original number, under
the impetus of economic, as well
as idealistic forces.
These forces of migration were
_there and are with us, and they
are to stay. We shall not stop
them by any artifice. In fact,
some sociologists have spoken of
a biological equilibrium as op-
posed to a mobile equilibrium.
By that they mean to say, that
through the biologic equilibrium
there is always a tendency in the
human .population to adjust it-
self to the available supply of
economic goods. Once it outstrips
this availability of economic
goods, then diseases .come, or
perhaps birth control. In other
words, these are biological forces
which curtail the growth of pop-
ulation, enabling the population
to be maintained in its area.

Safety Valve of Mobility

This biological operation is not
very helpful and not very heal-
thy. The direction in modern
times, and perhaps throughout
history, was toward mobile equi-
librium. Wherever there was a

Lisbon Representative

nouncement has been made here
of the appointment by the War
Refugee Board of a special rep-
resentative in Lisbon. He is Dr.
Robert Dexter, acting commis-
sioner for Europe of the Unitar-
ian Service Committee, stationed
in Portugal's capital since the
fall of 1942. Lisbon is one of the
strategic centers through which
the rescue of Jews from Nazi-
occupied Europe can be made.
